Written Answers — Department of Justice and Equality: Garda Equipment (10 Sep 2020)

Thomas Pringle: 35. To ask the Tánaiste and Minister for Justice and Equality her views on the use of spit hoods by An Garda Síochána; her further views on whether they should be discontinued as part of the review that An Garda Síochána is conducting into them; and if she will make a statement on the matter. [22892/20]

Select Committee on Justice and Equality: Garda Síochána (Functions and Operational Areas) Bill 2021: Committee Stage (13 Oct 2021)

Thomas Pringle: There is something I wish to bring forward on Report Stage in relation to An Garda Síochána having not complied with obligations under the Garda Síochána Act 2005 in relation to providing Irish-speaking gardaí in Gaeltacht areas. I wish to bring an amendment at Report Stage in relation to that so I want to flag that.

Joint Oireachtas Committee on Justice, Defence and Equality: Arson Attacks: Discussion (5 Mar 2024)

Thomas Pringle: ...else to do so. When will we see some resolution of that? I am aware of one case where someone was distributing racist literature and literature that incited hatred. It was reported to An Garda Síochána and there has not been any response. Dr. Coxon said it is important that people report stuff to An Garda Síochána. That was reported in May last year - perhaps...

Written Answers — Department of Justice and Equality: Garda Transport Provision (7 Jul 2020)

Thomas Pringle: 638. To ask the Tánaiste and Minister for Justice and Equality the number of unmarked Garda vans that came into the fleet in 2019 and to date in 2020; the number of unmarked Garda vans withdrawn from the fleet in 2019 and to date in 2020, in tabular form; and if she will make a statement on the matter. Garda Síochána (Amendment) Bill 2013 [Private Members]: Second Stage (Resumed) (17 Jul 2013)

Thomas Pringle: The legislation is about accountability and proving accountability. We have heard how the Garda Síochána Act came about as a result of the Morris tribunal and investigations that were carried out by Mr. Justice Morris in my county of Donegal. The interesting point about the tribunal is how the subsequent narrative confined the problem to Donegal. The view was that it was only in...

Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (12 Jul 2023)

Thomas Pringle: Perhaps the Minister could clarify a point. Section 17(1)(b) says that this type of monitoring may be authorised by a member of Garda personnel of a suitable rank or through the process under section 18. Is that "or" in the wrong place? To my mind, that means that, if a garda wants to get one of these orders, he or she only needs to meet the first criteria.

Written Answers — Department of Public Expenditure and Reform: Garda Stations (20 May 2020)

Thomas Pringle: 146. To ask the Minister for Public Expenditure and Reform the Garda stations within the Donegal Garda division that were refurbished by the OPW in 2019 and to date in 2020, in which the value of works was in excess of €5,000; the works carried out by station; if the works project is still ongoing or completed in each case; and if he will make a statement on the matter. [6524/20]

Criminal Justice (Search Warrants) Bill 2012 [Seanad]: Second Stage (Resumed) (4 Jul 2012)

Thomas Pringle: ...Bill which was introduced as a reaction to the striking down by the Supreme Court of section 29 of the Offences Against the State Act 1939. The Minister has described it as a necessary weapon for gardaí in their armoury in fighting serious crime. This language in itself indicates that the intention is that these provisions will be used, and probably used frequently. The principle on...

Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (12 Jul 2023)

Thomas Pringle: I am sorry; that was my mistake. I will speak to the other three. On what the Minister has said with regard to oversight, the section actually says: A member of Garda personnel may utilise ANPR data to monitor the movements of a particular vehicle (in this section and section 18 referred to as “focussed monitoring”) only if that utilisation— (a) has been approved...

Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (12 Jul 2023)

Thomas Pringle: ...amendment No. 1: In page 14, to delete lines 9 to 41, and in page 15, to delete lines 1 to 12. This amendment calls for the deletion of provisions relating to focused monitoring by a member of Garda personnel relating to arrestable offences and matters relating to the security of the State. I am seeking the deletion of the whole section. This is warranted because, as I read the...

Select Committee on Justice and Equality: Garda Síochána (Recording Devices) Bill 2022: Committee Stage (5 Jul 2023)

Thomas Pringle: I am concerned about the training of members of An Garda Síochána who will deal with this information. The 2019 report from the Data Protection Commissioner stated that "the Garda members operating the scheme were unaware of the full range of technical features of their own CCTV system". It also stated: "The members of An Garda Síochána operating a number of the schemes...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Reform and Related Issues: Discussion (18 Sep 2019)

Thomas Pringle: ...head office, the less one will see and the less that will actually happen. That may not happen with this process, but my fear is that it will. In my part of County Donegal there are a number of Garda cars with more than 300,000 miles on the clock. That presents a difficulty. At weekends gardaí are left on their own in stations. We have no resources for training on how to deal...

Criminal Justice (Spent Convictions) Bill 2012 [Seanad]: Report Stage (27 Jan 2016)

Thomas Pringle: I move amendment No. 48:In page 8, to delete lines 29 to 31. I oppose this section, which grants unlimited powers to the Garda to seek information relating to an individual's spent convictions when it is investigating a crime. The legislation appears to place the onus on an individual being questioned by the Garda to disclose spent convictions. I believe that does away with the purpose of...

Written Answers — Department of Justice and Equality: Garda Operations (9 Jun 2015)

Thomas Pringle: 584. To ask the Minister for Justice and Equality if she is aware that a number of protesters were held against their will, unable to exit a small enclosure sealed by An Garda Síochána, during the unveiling of the statue in Ballymote, County Sligo, on 9 May 2015 dedicated to Irish men who fought for the union army during the American Civil War, despite there being co-operation up...

Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)

Thomas Pringle: The Minister addressed a question I had regarding the operation of the Bill. If I understand him correctly, the Minister said that An Garda Síochána can request information in cases other than criminal cases. I am very worried because it appears that An Garda Síochána has been requesting and providing information across the board for a number of years without any legal...

Select Committee on Justice and Equality: Estimates for Public Services 2021
Vote 20 - Garda Síochána (Revised)
Vote 21 - Prisons (Revised)
Vote 22 - Courts Service (Revised)
Vote 24 - Justice (Revised)
Vote 41 - Policing Authority (Revised)
Vote 44 - Data Protection Commission (Revised)
(30 Mar 2021)

Thomas Pringle: ...being stopped by the PSNI in the North. The officers were able to check my car on their computer and tell me it was not taxed. It actually was taxed, which is a separate issue, and it seems the Garda system was not updated. My point, however, is that the PSNI officers were able to access the Garda system and tell me about my car. Subsequently, I was stopped three times on the way back...

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of the Policing, Security and Community Safety Bill 2021: Discussion (20 Oct 2021)

Thomas Pringle: There is a reference in the ICCL's report to the issues we have been discussing with the Garda and the Policing Authority in terms of the growth of oversight bodes and interaction with them. Can that be dealt with in this legislation and, if so, how? That is important. Years ago, we had no oversight but we are now going to have so much oversight that there will be confusion about who is...

Written Answers — Department of Environment, Community and Local Government: Register of Electors (14 Jul 2015)

Thomas Pringle: 866. To ask the Minister for Environment, Community and Local Government in view of the closure of many rural Garda Síochána stations, if he will consider amending the requirements for inclusion on the supplement to the register of electors, to allow an official of a local authority to witness an applicant's form for inclusion on the register; if he will amend or delete an...

Offences against the State (Amendment) Act 1998 and Criminal Justice (Amendment) Act 2009: Motions (12 Jun 2019)

Thomas Pringle: ...under which people have been arrested. There is no need for a special court but we could argue about whether such a need exists to deal with paramilitary crimes. The real danger is how the Garda uses the Offences against the State Act as gardaí may not have any powers of arrest at all but use the Act because it is convenient. The legal practitioners will not challenge the Garda...

Health Insurance (Amendment) Bill 2021: Second Stage (Resumed) (8 Dec 2021)

Thomas Pringle: ...clinical experts a decision was made not to take the advice of these experts and family members were not informed until after the Look Back Review reported in 2018... Section 6.10.Reports to An Garda Síochána (AGS) The CHO have reported to the NIRP four occasions of contact between Stillwater services and An Garda Síochána (AGS) in relation to Brandon. The first...
