Vote 20 - An Garda Síochána
Chapter 8 - Management of Outsourced Safety Cameras
(10 Jul 2014)

John McGuinness: I want to turn now to procurement. How is general procurement, be it vehicles or servicing of vehicles, managed? When the Garda is purchasing a service or goods, does it have a panel of businesses it uses? Also, does it vet the company or individual chosen in terms of reliability and suitability for dealing with the Garda?

Public Accounts Committee: Business of Committee (16 May 2013)

John McGuinness: ...health and local authority levy fund. It is to be noted. Mr. Merrigan is claiming that he cannot give evidence as the subject matter of the committee's examination is also being examined by the Garda. The clerk has been in contact with the HSE who did refer the matter to the Garda when it became clear that public moneys paid to SIPTU were claimed by the union not to have been lodged in...

John McGuinness: 463. To ask the Tánaiste and Minister for Justice and Equality the number of civilians holding the position of property and exhibits manager within An Garda Síochána; the Garda stations in which the civilians employed as such are based; if the position is underpinned in legislation; if appropriate training has been provided; and if she will make a statement on the matter. [22697/21]

Criminal Justice Bill 2004: Second Stage (Resumed). (2 Jun 2005)

John McGuinness: ...aspects of the implementation of this law and how they are treated. I refer to the Butler case in Kilkenny. The way in which the family's complaint was handled by the current arrangement within An Garda Síochána was entirely unsatisfactory. The hearing the family received was extremely poor, did not recognise the complaint made or address the issues raised. The family received a very...

Public Accounts Committee: 2012 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 8 - Management of Outsourced Safety Cameras
(10 Jul 2014)

John McGuinness: ...road safety and deaths on the roads, but recently we have seen another issue in regard to roads - the racing of sulkies and accidents and unsocial behaviour caused by this activity. What is the Garda response to that? Are there specific laws or local by-laws applying to that and can the Garda engage with those involved and stop that activity? In some areas, it seems that is not the case...

Missing Persons Unit. (26 Jan 2005)

John McGuinness: Given the timing of this motion I wish to extend my sympathies to the Holohan family in Midleton on their recent tragedy and to thank the Garda Síochána for the huge effort put into the search for Robert Holohan. I also thank the public who turned out in great numbers on a daily basis to assist the Army, the Garda and the family in that search. I also wish to highlight what is not being...

Public Accounts Committee: 2012 Report of the Comptroller and Auditor General
Chapter 7 - Management of Fixed Charge Notice System
(23 Jan 2014)

John McGuinness: It is how "corruption" is outlined by An Garda Síochána under the reporting of malpractice and corruption Act. There is a paragraph on it. I will not read the entire paragraph. It includes falsehood and prevarication, deliberate falsification of records and improper influence to make personal or family gain. As I understand it, that is the definition of "corruption" as outlined...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2019
Vote 13 - Office of Public Works (Further Revised)
(7 Mar 2019)

John McGuinness: To follow on from the discussion on Garda stations, the comment on most of the stations listed is that the decision on future use is on hold pending the outcome of the Government review. I take it from what the Minister of State has said that there is an input by the Garda Commissioner and the Minister and that at some stage a decision is made. How long does it take?

Public Accounts Committee: 2013 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 39 - Health Service Executive

Health Service Executive Financial Statements 2013
(23 Apr 2015)

John McGuinness: For the record, I want to make it clear that a protected disclosure was made to me as a Member of this House with all the supporting documentation. On 18 February 2015 I went to Pearse Street Garda station and made that disclosure. I have not heard a single word from the Garda since then, even though I was given a story involving these young adults who could not verbalise, as Deputy Deasy said.

Criminal Justice Bill 2004: Second Stage (Resumed). (2 Jun 2005)

John McGuinness: ...in the housing estates to implement anti-social behaviour orders. Is that what we want here? I think not. Consider that in the context of the all-night drinking sessions that take place. If gardaí were supported, the vandalism and anti-social behaviour would ultimately be defeated. Many of the complaints that arrive on the desks of superintendents and gardaí do not get a response because...

Public Accounts Committee: Business of Committee (30 Jan 2014)

John McGuinness: We will come back to this matter next week. I wish to refer to a letter from the Minister for Justice and Equality on the referral to the Garda Síochána Ombudsman Commission of the issues raised by the whistleblowers. We will meet one of the whistleblowers in private today and in respect to the Minister's letter the committee will seek to help the Garda Síochána...

Public Accounts Committee: Business of Committee (18 Sep 2014)

John McGuinness: I do not think we can conclude our report without consideration of that. We can only consider the concluded report when the Garda investigation is completed. This is very different from how we started - we started with a private hearing involving Sergeant McCabe and we were unsure. Then we received the report of the Comptroller and Auditor General and got full information. This is new...

I refer to the tributes paid to Garda Donohoe. The description of his participation and engagement with the local community, his activity outside of the hours of work, could be applied to almost every garda in every community throughout the country. They...
