Written Answers — Department of Health: Hospital Overcrowding (21 Sep 2023)

Stephen Donnelly: I have previously met with the HSE, University of Limerick Hospital Group (ULHG) management, and elected Oireachtas members from the Midwest to discuss the ED situation in University Hospital Limerick (UHL) and future developments in ULHG. Urgent and Emergency Care pressures are no longer just experienced during winter periods. Prolonged levels of high presentations and congestion now occur...

Written Answers — Department of Health: Medical Cards (21 Sep 2023)

Stephen Donnelly: Eligibility for a Medical Card is primarily based on a financial assessment which is conducted by the HSE in accordance with the Health Act 1970 (as amended). The HSE assesses each medical card application on a qualifying financial threshold. This is the amount of money that an individual can earn a week and still qualify for a card. It is specific to the individual’s own financial...

Written Answers — Department of Health: Hospital Waiting Lists (21 Sep 2023)

Stephen Donnelly: I propose to take Questions Nos. 279 and 280 together. I sincerely regret that children can experience a long waiting time for scoliosis treatment, and I remain conscious of the burden that this places on them and their families. Scoliosis and Spina Bifida have been identified as priority areas in both the 2022 and 2023 Waiting List Action Plans. Last year some €19 million of current...

Written Answers — Department of Health: Health Services (21 Sep 2023)

Stephen Donnelly: It is recognised that waiting times for many scheduled appointments and procedures were too long before and have been made worse by the Covid-19 pandemic. The Department of Health continues to work with the HSE and the National Treatment Purchase Fund (NTPF) to identify ways to improve access to care. On the 7thof March, I published the 2023 Waiting List Action Plan, which is the latest...

Written Answers — Department of Health: General Practitioner Services (21 Sep 2023)

Stephen Donnelly: The Government is aware of the workforce issues currently facing general practice and is working to ensure that general practice is sustainable in all areas into the future. Under the 2019 GP Agreement additional annual expenditure provided for general practice has been increased now by €211.6m. This provides for significant increases in capitation fees for participating GMS GPs,...

Written Answers — Department of Health: Hospital Facilities (21 Sep 2023)

Stephen Donnelly: As the Health Service Executive is responsible for the delivery of public healthcare infrastructure projects, I have asked the HSE to respond to you directly in relation to this matter.

An tOrd Gnó - Order of Business (26 Sep 2023)

Stephen Donnelly: To respond to Deputy Verona Murphy, the 96-bed block, or the 97-bed block, as the team keeps reminding me when I go to Wexford to meet it, features prominently in this year's capital plan, as she will be aware. It is being advanced. A detailed design is being advanced and we will be seeking to proceed on a rapid-build basis.

Public Health (Tobacco Products and Nicotine Inhaling Products) Bill 2023: Financial Resolution (26 Sep 2023)

Stephen Donnelly: I move: That provision be made in the Act giving effect to this Resolution, in the manner and to the extent specified in that Act, to provide for the charging, in accordance with regulations made under section 17 of the Act by the Minister for Health, of fees for a licence, for renewal of a licence or for a copy of a licence.

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: I want to start by acknowledging the intense distress and anxiety this whole episode is causing to the patients themselves involved in these reviews. These are girls and boys, young women and men, and, of course, their parents and families. These young people and families already have so much to deal with as regards their underlying medical conditions, and I am acutely aware, as I know all...

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: We do. They are published.

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: Yes. They were published last week.

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: I thank the Deputy. I will be able to provide colleagues with a list of the current workforce and consultants across CHI. As colleagues will be aware, we have paediatric orthopaedic consultants who work across numerous sites, including Temple Street, Crumlin and Cappagh hospitals. There is also some activity for which Blackrock Clinic is used. There are various surgeons involved there....

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: It is an important question. It is not a short answer. The Deputy is referring to a number of different children across a number of different surgeries, several of which have been identified as serious patient safety incidents and others which have not. I might come back to Deputy Lawless and to colleagues in writing to ensure that there is a detailed response to this.

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: I thank the Deputy for his question. I note the CHI report states July and I believe it is November for the two patient safety incidents. I will check the exact timing but the process which will have been followed is that when those incidents were notified, the Department will have been notified. Importantly, I have also checked that the parents were followed up, close to when those...

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: No, I did not. As per the opening speech, we would be notified of perhaps 20 or 30 of these incidents in a typical year. We deal with them, the Department engages with the HSE, I am updated on them, and then I interact as appropriate.

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: There would have been communication between my Department and his Department previously rather than-----

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: I will check exactly when that was but the Deputy may understand that there is official communication. That is how I am informed and how the Taoiseach is informed. The Taoiseach and I spoke in detail about this last week but there was previous communication in August, and, potentially, before that with his officials and his Department.

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: I believe the exact date when I was informed was 4 August.

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: That would have been communication with the Taoiseach's Department through July and August and I can check as to exactly what communication may have included information on the springs.

Children's Health Ireland - Patient safety concerns and reviews in paediatric orthopaedic surgical services: Statements, Questions and Answers (26 Sep 2023)

Stephen Donnelly: The short answer is "Yes". It is also important to say that the reviewer will meet directly with the families and groups. In fact, it is specifically within the terms of reference which includes consultations with patients' families and staff. The intention was that Mr. Nayagam would meet with them and he has full discretion within the current terms to adjust them according to what he...
