Seanad: Automatic Enrolment Retirement Savings System Bill 2024: Committee and Remaining Stages (19 Jun 2024)

Paul Gavan: Sinn Féin fully supports this amendment. From my time as a trade union official, I have a fear that there will be an extensive withdrawal of private pension schemes by employers.

Seanad: An tOrd Gnó - Order of Business (20 Jun 2024)

Paul Gavan: It is great to see the Acting Leader, Senator Conway, in the chair. I wish to raise the issue of the care sector. It came up at the enterprise committee yesterday. We had an IBEC presentation which was quite good. It has a good report out entitled Better Care, Better Business. It talks about the need to address supports for those in need of care and for carers and indeed the need to...

Seanad: An tOrd Gnó - Order of Business (20 Jun 2024)

Paul Gavan: Well said.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: I watched Dr. McGann's presentation from my office and thought I would come down in person. It is such an important issue so I thank Dr. McGann for the presentation and for this document. It has many really though-provoking commentary and recommendations. I will focus on recruitment and retention. I should explain by way of background that I am a proud trade union member and someone who...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: I acknowledge Dr. McGann and Ms Harkin are saying that they are not dismissing pay. Let me stress that I think there is a lot of really good stuff in this report and I welcome the fact that IBEC has come in but pay is a huge factor. It concerns me slightly. I would like IBEC to at least acknowledge that pay is a significant factor. Could the witnesses do that?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: Let me help crystallise matters. I apologise; I do not mean to interrupt but I am on a clock here. How much is a private home carer working for one of the agencies earning per hour at the moment? Would the witnesses happen to know that?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: Yes. Dr. McGann is right, and fair play. It is €13.10. Seriously, are the witnesses telling me pay is not a factor when it comes to recruitment for those really essential workers who help keep people living in their homes? It is €13.10 per hour. Come on.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: I thank Dr. McGann. It has taken the witnesses six minutes to acknowledge that but I welcome that Dr. McGann has said pay is a factor. I will tell the witnesses my experience of dealing with private sector pay providers. They refuse to recognise trade unions. They sack people who become active in trade unions rather than deal with them. If you take the private nursing home sector, I...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: It is not. It is absolutely central to what IBEC has come into talk to us about today.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: Yes but you have members of IBEC who refuse to recognise trade unions. There are members of IBEC in the care sector who are happy to dismiss people for simply joining a trade union, and asking to be represented and to be able to negotiate their pay. I have asked a fundamental question. Respectfully, again, how are workers in the care sector supposed to negotiate a pay rise when they are...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: I will be honest-----

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Better Care, Better Business Report: IBEC (19 Jun 2024)

Paul Gavan: That is because it is not worth taking them at the minute. That is the reality but I do not want to go down that particular rabbit hole because it would take us away from what the witnesses are here to talk about. Again, I will note that Ms Harkin has not answered the question with regard to the really badly-paid workers in this sector. In fairness, fair play to Dr. McGann on...
