Paul Coghlan: As it will all be worked out sensibly, I advise Senator Darragh O'Brien to desist from putting this matter at the top of the agenda. No one will pay for water for another two years at least. As we know, contrary to what Senator David Norris would have us believe, water needs treatment, which is expensive. It must be piped, which is also expensive. Reservoirs are needed.
