Was the Minister consulted by the Taoiseach before he made his announcement at the Fianna Fáil Ard-Fheis about the constitutional amendment relating to children's rights? The weekend newspapers carried stories to the effect that the Taoiseach intends to exhume the Manchester martyrs. Was the Tánaiste consulted on that?
