Colm Burke: I asked a question earlier as to whether there was just one person in that Department dealing with projects submitted by OPW.

Colm Burke: It is an issue. If the outsourcing does not take place, because there is only one person dealing with it, then delays are occurring. These are projects of ten years and eight years duration.

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General
Chapter 6 - Expenditure under a Maintenance Contract
2019 Appropriation Accounts
Vote 13 - Office of Public Works
(11 Nov 2020)

Colm Burke: I am sorry, but my understanding is that the vendor's solicitor served a 28-day notice which, for some reason or other, expired on Christmas Day 2011. The State solicitor then advised around 22 December that it was ready, willing and able to close. Because the vendor's solicitors did not close before the end of the 28 days, it wrote to the vendor's solicitor on 29 December saying the...

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General
Chapter 6 - Expenditure under a Maintenance Contract
2019 Appropriation Accounts
Vote 13 - Office of Public Works
(11 Nov 2020)

Colm Burke: It is an important issue that a 28-day notice was served and someone decided a contract did not exist. Six years later, it turned out the High Court held that a contract did exist and we paid out the interest and all the legal costs of €195,000.

Joint Oireachtas Committee on Health: Business of Joint Committee (11 Nov 2020)

Colm Burke: I would like to raise an issue. The Covid vaccine will be new and €50 million is to be set aside for new drugs approved under the drugs refund scheme. We need clarification that this €50 million will not be swallowed up by the Covid vaccine. My other issue in respect of new drugs coming on stream and being approved under the drugs refund scheme is that we are now 19th in...

Joint Oireachtas Committee on Health: HSE Winter Plan: HSE (11 Nov 2020)

Colm Burke: I thank Dr. Henry for the work that has been done over the last number of months. Hopefully, we will not face the same challenges in three or four months' time that we do now and we will have the vaccine in place. We spoke about an extra 1,148 acute beds being put in place. I am concerned about the planning for the availability of diagnostic services. We already have a problem in some...

Joint Oireachtas Committee on Health: HSE Winter Plan: HSE (11 Nov 2020)

Colm Burke: I have evidence there is no home support in some areas at weekends. There might be home support for lunchtime on Saturday and Sunday but nothing in the morning, evening or night. I am talking about people who do not have family support or the back-up a family might provide. It is a huge challenge.

Joint Oireachtas Committee on Health: HSE Winter Plan: HSE (11 Nov 2020)

Colm Burke: Can someone come in on the diagnostics?

Colm Burke: Can Mr. Woods speak about the issue of cataracts and the appointments?

Joint Oireachtas Committee on Health: HSE Winter Plan: HSE (11 Nov 2020)

Colm Burke: Does Mr. Woods accept that patients were given their initial appointment to be assessed? Once they are on the list, we can deal with the list. The problem is they are not even getting on the list for the treatment.

Joint Oireachtas Committee on Health: HSE Winter Plan: HSE (11 Nov 2020)

Colm Burke: Can we have that in place by the end of the year?

Public Accounts Committee: 2019 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 37 – Employment Affairs and Social Protection
Chapter 4 – Control over Welfare Payments
(12 Nov 2020)

Colm Burke: I thank Mr. McKeon for his contribution this morning. I join my colleagues in thanking all the staff in the Department and in its offices for the support they have provided in the last nine months, during what has been a very difficult time for everyone. The Department responded quickly and delivered very fast, and that must be acknowledged. I want to deal with several issues. This is...

Colm Burke: I will. I thank Mr. McKeon.

Public Accounts Committee: 2019 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 37 – Employment Affairs and Social Protection
Chapter 4 – Control over Welfare Payments
(12 Nov 2020)

Colm Burke: I have received negative feedback but I have also received positive feedback. On the issue of cost, if one considers that the basic unemployment benefit of slightly more than €200 per week is equivalent to €11,000 per annum, the scheme is good value for money. I worked for more than ten years with a community employment scheme that worked with young people who had dropped out...

Written Answers — Department of Health: Maternity Services (17 Nov 2020)

Colm Burke: 706. To ask the Minister for Health if his Department has explored the role which telemedicine and ehealth solutions can have in providing support to young mothers which would help increase breastfeeding rates in Ireland; and if he will make a statement on the matter. [36255/20]
