- Home Building Finance Ireland Bill 2018: Second Stage (Resumed) (5 Jul 2018)
Joan Burton: It is a modest, albeit welcome, number. Nobody is knocking the number, we just think the Government could do a great deal more. The builders have to make a profit, but the land hoarders should not be encouraged to leech on the Bill and make significant profits on which arrangements can be made to avoid tax. They will not be worried either about the derelict sites levy. I refer to a...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: I want to ask about the staff the bank is taking on. The suggestion was made that possibly older, more mature staff are retiring. I understand they are being replaced by quite a lot of new recruits. What is the average entry pay for a graduate or new recruit with a secondary education? What kind of contracts do people get when they first join the bank?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: Can Ms McDonagh describe the kinds of contracts? Are they getting three-month or six-month contracts? At what point, perhaps after one, two or three years, would somebody get a more permanent contract?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: Is Ms McDonagh satisfied that the bank is a living wage employer? As somebody who used to lecture many people who did finance and accountancy degrees, I increasingly encounter people who say they cannot afford to live unless they are living at home, which I think a fair number of people are. They cannot afford to pay rent because of the wages at entry level. I encounter a lot of people...

Joan Burton: What about the contractors?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: I thank Ms McDonagh.

Joan Burton: My other question is-----
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: I will finish on this point. According to note No. 63, Bank of Ireland has carried forward €1.1 billion in tax losses. That is a significant advantage to the bank which it claims could last until 2035. In most other jurisdictions a minimum effective rate of taxation would be levied. Does the bank have a view on how the tax losses carried forward are working in its favour?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: I do not think the committee discussed it. I was listening to the debate in my office.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: I do not think the question on a minimum effective rate was discussed.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: I offer my commiserations to the witnesses because it sounds like the worst days of the last collapse, which we all hoped nobody would experience again. By way of information, I have raised this issue with the Minister for Education and Skills five times, directly in the Dáil and by way of questions. It is the same with the Minister for Finance and the Taoiseach. I represent Dublin...

Joan Burton: There may be two or three votes.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: My first question was about the Wexford school. The Minister for Education and Skills, the Minister for Finance and the Taoiseach have been highly reassuring that the two schools that were almost finished would be ready for occupation by students. The communities have been told this as well. We are told the other projects will be back on track and will be built on time. What barriers, if...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: I have a follow-up question on that. Can another contractor such as an engineer, architect or other qualified person step in, even though the person who has done the work has been shut out? Is there a process through the Dutch investment whereby other contractors can be brought in?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: The second question I asked was whether there is any kind of a liaison with the NDFA. What Mr. Miley has been saying is almost that they have been pushed to one side. Is there a mechanism whereby one has a contact structure for the NDFA? Ultimately, the NDFA is the holder, on behalf of the State, of the contract.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: Finally, the witnesses spoke about exploring the legal option of a judicial review, which, in a similar case to this, many people probably do. Have they had legal advice in the context of what Mr. Miley was saying, that they have a legal status which they could ask the courts in some way or other to enforce to give them fair play?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: I very much agree with what you said, Chairman. Could I suggest that you might explore two other potential options? We need legal advice from the Oireachtas legal service about the overall structure of the contract, and where, if any, responsibilities down the chain to the subcontractors may lie. The alternative to that is to, for instance, get some advice from the Comptroller and Auditor...
