Pa Daly: In the budget, €98 million is set aside for public-private partnership operational payments. Is the Minister committed to that model? For example, €98 million would do that road and the upgrade of the road in Cobh. Is the Minister committed to PPPs into the future? The local improvement scheme comes under the Department of Rural and Community Development and the Gaeltacht....

Select Committee on Transport: Estimates for Public Services 2025

Pa Daly: Deputy O'Gorman asked a question about maintaining reduced fares on public transport. The Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation was warned that long-term funding of reduced fares creates challenges. Will there be a commitment for next year to maintain those reductions? Is the Minister giving a guarantee about that?

Select Committee on Transport: Estimates for Public Services 2025
Vote 31 - Transport (Revised)
(25 Jun 2025)

Pa Daly: The Minister mentioned the incident at Foynes. I express my best wishes to those people who were injured. We recently met the people in Foynes and met with Iarnród Éireann. The delivery of freight rail through Adare to Foynes is continuing apace and it looks like it will be delivered on target. Iarnród Éireann has a very good record of delivering on target. Regarding...

An tOrd Gnó - Order of Business (1 Jul 2025)

Pa Daly: Jordan Devlin is an Irish citizen. He is one of the Filton 18. He has been held on remand in Wormwood Scrubs since August 2024 on charges, among others, of criminal damage and violent disorder. The charges relate to dismantling weapons, including a quadcopter drone which is used in the relentless attacks on Gaza.

Pa Daly: I am coming to the question.

An tOrd Gnó - Order of Business (1 Jul 2025)

Pa Daly: He is being held on remand at the moment in Wormwood Scrubs.

An tOrd Gnó - Order of Business (1 Jul 2025)

Pa Daly: The trial is not until later in the year. I am asking the Minister to take up this case with the British Government because Mr. Devlin is being held on charges which are not counter-terrorism charges, even though that is the method being used to keep him on remand. He and some of his co-accused will be in jail until next year. I ask the Minister to take up this case as urgently as possible...

Review of Education for Persons with Special Educational Needs Act 2004: Statements (1 Jul 2025)

Pa Daly: This is one of the most frustrating issues I am dealing with in County Kerry. It is clear that too many children are being denied their right to education. Parents are contacting me about this issue, including, recently, one parent who has been involved in education for 20 years. Her other children have gone through the system. It is with her youngest child that she has faced the system...

All-Island Strategic Rail Review: Statements (2 Jul 2025)

Pa Daly: The all-island strategic rail review sets out a vision for the development of Ireland's rail system to 2050. It was jointly commissioned by the Department of Transport and the Department for Infrastructure in the North. The review aptly demonstrates the advantage of taking an all-island view, which the Minister of State hinted at. Appropriately enough, it has 32 recommendations. These aim...

Middle East: Statements (2 Jul 2025)

Pa Daly: We cannot equivocate on this issue. The volatility in the Middle East has been caused by Israel's ongoing decades-long genocidal campaign in Palestine and by its recent aggression against Iran. Israel is acting with impunity as the world watches on. Nearly 100,000 people are dead, with many more left permanently disabled or as lone survivors. As Mo Chara said, "The Palestinians have...
