- Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)
Rose Conway Walsh: Good. We have to solve the pricing problem but I want to discuss the variance in contracts that suppliers have. One can see the ones that perform okay and adhere to the code of practice. Has the adjudicator discovered models of good practice? The retailer must, at all times, deal with its suppliers in a fair and lawful manner, and in recognition of the supplier's need for certainty as...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)
Rose Conway Walsh: The key to resolving the matter lies in the contract between the supplier, retailer and producer. Has Ms Tacon come across any contracts which are models of good practice which include fair forecasting that can give a level of predictability to the supplier for what they will receive for produce?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)
Rose Conway Walsh: Is it the case that it is not legislated for but is just left to the goodwill of the supplier and retailer in terms of the kind of contract which it draws up?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)
Rose Conway Walsh: The challenges in Britain are similar in terms of beef prices. Can Ms Tacon compare and contrast the contracts used in milk prices and at the milk mart as opposed to the beef suppliers?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)
Rose Conway Walsh: That is one of our key problems here in trying to find a model of vertical alignment that will meet the needs of the producers or at least introduce fairness for the producers into it. That is the key to how we will solve the problem.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)
Rose Conway Walsh: It is and it is impossible to introduce fairness in the code of practice. It will never be achieved without our tackling the elephant in the room which is pricing.
- Seanad: An tOrd Gnó - Order of Business (6 Nov 2019)
Rose Conway Walsh: I wish to pass on my condolences on the passing of Fr. Des Wilson to his family. I know he is a relative of our own Senator Wilson, and I am sure my colleague, Senator Ó Donnghaile, will talk further about him and the Springhill area of west Belfast, where he came from. He was 70 years in the priesthood and was obviously a peacemaker and a champion of the people. May his soul rest in...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Voting and Citizenship Rights of Citizens in Northern Ireland: Discussion (7 Nov 2019)
Rose Conway Walsh: I thank Professor Harvey for his presentation. I commend him on his report, The EU and Irish Unity - Planning and Preparing for Constitutional Change in Ireland. There has been some commentary around Queen's University. I would like reassurance from the Professor that all the ethical guidelines and frameworks were followed in the preparation of this report. It is very important to have...
- Seanad: An tOrd Gnó - Order of Business (12 Nov 2019)
Rose Conway Walsh: I want to raise the issue of dual pricing. I welcome the Central Bank's decision to do a review on dual pricing within the insurance industry, particularly for motor and home insurance. I commend my colleague, Deputy Pearse Doherty, on the work he has done in raising awareness of this issue. I am firmly of the belief, even though the Central Bank will not admit to this, that the reason it...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: I thank Ms Rowland for her opening statement. That the Central Bank is undertaking this review leads one to presume that it suspects or has cause to question whether the insurance companies have been acting honestly and fairly, ensuring which is the Central Bank's remit. If the Central Bank has been conscious of these behaviours for decades, why is the review only being undertaken now?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: I understand that.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: I need to ask Ms Rowland a question, as we only have a limited time for questions and I want to get to the bottom of why we are where we are. Is Ms Rowland saying that Deputy Pearse Doherty's questioning of the insurance industry concerning dual pricing has nothing to do with why the Central Bank is undertaking this review?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: This was always going to be done.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: This is just business as usual.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: It is important. When will the Central Bank finalise the terms of reference?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: Will the Central Bank furnish this committee with a copy of the terms of reference?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: Ms Rowland states interim reports will be produced. On the point about interim reports, will the Central Bank be in a position to establish the sanctions that may be brought about? At what are we looking in terms of how soon they will have an impact on customers? If the Central Bank finds six months into next year that something is becoming blatantly obvious, will it be in a position to...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: Does the Central Bank have extra capacity to do this work?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: There is a clear need to have a team examining ethics within the process. The way people's data are being used is similar to the way they were used in the Cambridge Analytica issue in examining people's behaviour and using the information to exploit them.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Dual Pricing for Insurance: Discussion (12 Nov 2019)
Rose Conway Walsh: The fear is we are playing catch-up. The tools used to analyse the information are sophisticated and the data are already being used as a force to fleece customers. That is the problem.
