Ciarán Lynch: I propose that when an adjustment has to be made we should make a quarterly examination of the Estimate to see if the savings are being made on a quarterly basis, as opposed to a balloon payment at the end of the year.

Ciarán Lynch: My proposal would apply to predicted expenditure where we do not have a balloon payment in the last quarter of the year, as opposed to pension requirements which are demand-led.
