- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: I thank Mr. Black. On the issue of performance-related pay, it made up approximately 5% of remuneration in 2019. These were bonuses, is that correct?
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: Yes, so it is a bonus.
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: Most people would call performance-related pay a bonus. Is it correct to state that within the SBCI bonuses are tightly managed and that they are measured against key performance indicators? They are awarded for exceptional performance, for example?
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: Six people. That was for exceptional performance. I know salaries increased somewhat between 2017 and 2019, but bonuses almost doubled in the same period, during which the SBCI went from a profit of €500,000 in 2017 to a loss of €500,000. The bank has gone from profit to loss at a rate of €1 million over two years, so how could it justify bonuses or pay-related bonuses?
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: I beg Mr. Black's pardon. He stated that the SBCI is not there to maximise profits. If bonuses are tightly managed on the basis of key performance indicators, how can the bank justify awarding bonuses when it lost €1 million over the two-year period to which I refer?
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: On what basis? I ask Mr. Black to explain the detail of why it was justified.
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: As in going from profit to loss?
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: What sort of bonuses are we talking about in this situation? What is the percentage of the maximum that they would receive?
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: I thought it particularly strange that the bonus for the CEO in the year that the bank went from profit to loss was €25,000. Under what circumstances do people not receive bonuses?
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: But they were given in the period during which the bank was making a loss.
- Public Accounts Committee: Strategic Banking Corporation of Ireland: Financial Statements 2019 (9 Mar 2021)
Imelda Munster: Mr. Black said in his opening statement that SBCI would be Ireland's conduit to major European SME funding programmes. Out of curiosity, is SBCI involved in any conversations regarding the distribution of the Brexit adjustment reserve fund or is it involved in that? My other question relates to the German bank, KfW, that has left SBCI. My understanding is the KfW charges an interest rate...

Imelda Munster: On the interest rate, is there anything that would preclude SBCI from offering that type of interest rate?
- An tOrd Gnó - Order of Business (10 Mar 2021)
Imelda Munster: This road has been in the planning for 15 long years. Three applications for funding were made and all three applications were refused funding. This week, the Minister refused funding once again. This is the very same Minister who came electioneering to Drogheda in 2019, called a public meeting, called for the road to be funded, said it was a matter of urgency, that it was part of the...
- Land Development Agency Bill 2021: Second Stage (Resumed) (10 Mar 2021)
Imelda Munster: This Bill represents failed Fine Gael policy dressed up in Fianna Fáil clothes. The Minister was against this Bill when it came before the housing committee in the previous Dáil and now he is all for it. He claims that the Bill has been fundamentally changed since then but we all know that is not true. The fundamental flaws remain and they were outlined in great detail by Sinn...

Imelda Munster: 331. To ask the Minister for Culture, Heritage and the Gaeltacht if she plans to introduce a specific grant for individual businesses to allow them to adapt their premises to provide facilities for outdoor dining given that it is expected that outdoor dining will be central to the tourism market in 2021; and if she will make a statement on the matter. - Written Answers — Department of Culture, Heritage and the Gaeltacht: Covid-19 Pandemic Supports (10 Mar 2021)
Imelda Munster: 332. To ask the Minister for Culture, Heritage and the Gaeltacht if she plans to publish the names of persons and companies involved in behind the scenes and production work who benefited from the live performance support scheme alongside the performer, venue and promoter recipients whose names were published in November 2020; the efforts that were made to ensure an equitable distribution of...
- Written Answers — Department of Culture, Heritage and the Gaeltacht: Covid-19 Pandemic Supports (10 Mar 2021)
Imelda Munster: 333. To ask the Minister for Culture, Heritage and the Gaeltacht if recipients of the pilot live performance support scheme will be eligible for any future roll-out of the scheme; her plans to ensure those who did not benefit from the pilot scheme are not excluded again; and if she will make a statement on the matter. - Public Accounts Committee: Business of Committee (23 Mar 2021)
Imelda Munster: I agree with the Chairman. There are a hell of a lot of unanswered questions. When HRI appeared before the committee, it outlined the situation as regards funding of CCTV and indicated that, following installation at a single racecourse stables in 2017, funding had been provided to extend the installation to all courses. We were made aware that, at the start of 2018, a change in the...
- Public Accounts Committee: Business of Committee (23 Mar 2021)
Imelda Munster: The committee previously expressed disappointment that the Eversheds Sutherland report was not published and that we only received it in summary format. I understand that RTÉ will appear before the committee in the next couple of weeks. Could we write and ask it to publish that report in full in advance of appearing before us, and if it could do so now? I also find it strange that...
