- Seanad: Defence (Miscellaneous Provisions) Bill 2009: Second Stage (18 Nov 2009)
Terry Leyden: The Bill before the House is another example of EU legislation interacting with domestic law. I welcome the Bill which gives Ireland an opportunity to influence the actions of the European Defence Agency. During the campaign in advance of the first referendum on the Lisbon treaty real concern was expressed about the perceived militarisation of the European Union. I will be interested to...
- Seanad: ^ Bio-fuel Obligation Scheme: Motion. ^ (18 Nov 2009)
Terry Leyden: I welcome the Minister of State with responsibility for science and technology, Deputy Conor Lenihan, to the House and commend him on his work in this area. He is the right man in the right place at the right time. I commend Senator O'Malley on her wonderful green speech. She is more green than the Green Party Members, which is a wonderful tribute to her. I was very impressed by her...
- Seanad: ^ Bio-fuel Obligation Scheme: Motion. ^ (18 Nov 2009)
Terry Leyden: Therefore, additional pumps will not be required in forecourts and diesel and petrol will contain 10% of bio-fuel. I presume that is the plan. Otherwise, it would be complicated to provide additional pumps on small forecourt areas which would involve additional costs and planning. This is an ambitious plan. I commend the motion to the House. I thank the Minister of State present and the...
- Seanad: Order of Business (19 Nov 2009)
Terry Leyden: I ask the Leader to arrange a debate in the near future on the Council of Europe Convention on Action against Trafficking in Human Beings, which has yet to be ratified by Ireland. The Minister, Deputy Dermot Ahern, sent me a letter on the matter on 11 November last. I am a member of the Council of Europe Advisory Committee on Equal Opportunities for Women and Men. The Minister's letter...

- Seanad: Order of Business (25 Nov 2009)
Terry Leyden: I congratulate Senator James Carroll on his election to Seanad Ãireann. His election was one of the handiest of all time. I thank the Fine Gael and Labour parties for not contesting the election. I presume they will not also be contesting the next two elections.
- Seanad: Order of Business (25 Nov 2009)
Terry Leyden: My advice to Senator Carroll is to work hard to move to the Lower House because the future of this House does not look good if Fine Gael is ever to be returned to power in any shape or form.
- Seanad: Order of Business (25 Nov 2009)
Terry Leyden: Fianna Fáil needs a seat in Drogheda. I wish Senator Carroll well. Today is international day for the elimination of violence against women, an issue on which the Council of Europe has been particularly active. Every day, not alone today, should be a day for the elimination of violence against women, whether verbal or physical. We should all strive to that cause. I thank the Leader for...
- Seanad: Order of Business (25 Nov 2009)
Terry Leyden: It is to be hoped further moneys will be made available. I believe the Irish Red Cross should be called in to assist in this regard. It was involved in other emergencies. This flooding is unprecedented and everybody must show solidarity with those affected. I thank the county council workers in Roscommon who did not strike yesterday but remained at work to assist those in need.

Terry Leyden: I note the Taoiseach is on tour today in counties Westmeath and Offaly and has been on tour in the other affected parts as well. I commend him on his immediate action to go on the ground and to see for himself exactly what is the position.
- Seanad: Order of Business (26 Nov 2009)
Terry Leyden: Members share their concerns with the people of Athlone at present. Ballinasloe also has suffered, as have south Galway, County Roscommon and everywhere else. It is clear that â¬10 million constitutes an initial amount for assistance. Again, while a â¬2 million fodder scheme will not be adequate, I presume the Minister for Agriculture, Fisheries and Food, Deputy Smith, will top that up...
- Seanad: Order of Business (26 Nov 2009)
Terry Leyden: There also are aerial photographs and much material has been captured. My most extraordinary experience was when I visited Padraig Lyons's house in Milltown, Castleplunkett last Monday, which was on a dry location on his family farm. Moreover, as his grandparents had this farm, they were familiar with the location on which the house was built and there was no evidence of any possibility of...
- Seanad: Order of Business (26 Nov 2009)
Terry Leyden: Not again.
- Seanad: Order of Business (1 Dec 2009)
Terry Leyden: Today is a significant day because the Lisbon treaty comes into force. We should mark the occasion because the campaign was very successful and the vote on 2 October led the way as far as Europe is concerned to have 27 countries join the Union. I congratulate our Commissioner designate, Ms Máire Geoghegan-Quinn, on being appointed to the post of research and innovation, an important...
