Marie Moloney: When a person applies for a third level grant, each parent is required to produce a P21 certificate from the tax office and it is at that stage they should be asked whether they are tax compliant or not. If they do not have a P21, they will have a tax clearance certificate. It is very unfair to ask a student about a parent given many students would not even know what their parents earn.
