Seanad: Order of Business. (3 Jul 2003)

Kathleen O'Meara: They could be changed temporarily.

Seanad: Protection of the Environment Bill 2003 [Seanad Bill amended by the Dáil] : Report and Final Stages. (3 Jul 2003)

Kathleen O'Meara: On a point of information, I seek clarification of a matter. The Minister of State has presented a report to the House on the amendments made by the other House. I do not consider his statement to be a full report as it does not include commentary on several amendments. I do not know what the technical amendments mean, as required of me as a legislator. I request that the Acting Chairman ask...

Seanad: Protection of the Environment Bill 2003 [Seanad Bill amended by the Dáil] : Report and Final Stages. (3 Jul 2003)

Kathleen O'Meara: It is probably a point of order. I am trying to be helpful in asking the Acting Chairman for information.

Seanad: Protection of the Environment Bill 2003 [Seanad Bill amended by the Dáil] : Report and Final Stages. (3 Jul 2003)

Kathleen O'Meara: He has emasculated them.

Seanad: Protection of the Environment Bill 2003 [Seanad Bill amended by the Dáil] : Report and Final Stages. (3 Jul 2003)

Kathleen O'Meara: I have already expressed my unhappiness at the manner in which we are dealing with this legislation. I stated on the Order of Business my dissatisfaction with the time allowed, but I am also unhappy with the way in which information is being imparted to us. I am not happy that we are not addressing technical amendments. I have not been provided with the information necessary to do that. While...

Seanad: Order of Business. (7 Oct 2003)

Kathleen O'Meara: I support Senator Glynn's remarks about the smoking ban. I do not accept there is a right to smoke at all. It is not a right that lines up with the right to free speech or freedom of expression. As Senators have pointed out, we have a duty and obligation as legislators to ensure we put in place an environment free of a serious hazard we know to exist.

Seanad: Order of Business. (7 Oct 2003)

Kathleen O'Meara: I look forward to it but it is important that individual members of An Taisce, who are doing a difficult job in an exemplary way, are defended.

Seanad: Order of Business: Motion. - Commission to Inquire into Child Abuse: Statements. (7 Oct 2003)

Kathleen O'Meara: I thank Senator Tuffy for sharing her time. She spoke about the Government and the commission reviewing their roles. It is time everybody looked at the current situation and this debate is useful in that regard. Clearly, things have gone wrong with the structure that was set up and the way it has proceeded. That is not to say the structure is at fault but the input into it and the role of...

Seanad: Order of Business: Motion. - Oil Pollution of the Sea (Civil Liability and Compensation) (Amendment) Bill 2003: Second Stage. (7 Oct 2003)

Kathleen O'Meara: I acknowledge Senator Finucane for sharing his time. We will not hold up this legislation as we recognise the urgency of it. There is agreement on the principles of the legislation and there is no need to hold it up. There are some Government amendments but there is no necessity to be long winded. As the Minister said, this Bill has had to be disconnected from the other related legislation...

Seanad: Order of Business: Motion. - Oil Pollution of the Sea (Civil Liability and Compensation) (Amendment) Bill 2003: Second Stage. (7 Oct 2003)

Kathleen O'Meara: I saw none of that but I thank the Minister for that information. To reiterate the point about preparedness and what we would do, God forbid, if something like that happened here, we need to be prepared even if we only have one incident in many years. We need to be ready and I hope resources are in place to ensure we would be able to deal with such an incident. The legislation is welcome and...

Seanad: Order of Business. (8 Oct 2003)

Kathleen O'Meara: Yesterday, I asked the Leader to ask the Minister for Health and Children when the Hanly report would be published. It is extremely relevant to the health service generally but particularly to small hospitals. Meanwhile, it has been drawn to my attention that a consultant at Limerick Regional Hospital has said that the implementation of the working time directive for junior doctors would have...

Seanad: Commission to Inquire into Child Abuse: Statements (Resumed). (8 Oct 2003)

Kathleen O'Meara: This is revisionism gone mad. Acting Chairman (Ms O'Meara): Senator Ryan is in possession and will continue without interruption.

Seanad: Order of Business. (15 Oct 2003)

Kathleen O'Meara: Could the Leader ask the Minister for Health and Children to come into the House as soon as possible to discuss the Hanly report and his plans for the recommendations in it? I looked for a copy of that report this morning as I thought it would have been circulated to us but it has not been. Is it the case that the Minister intends to release it to the media at 2.30 p.m. but that we will...

Seanad: Criminal Justice (Temporary Release of Prisoners) Bill 2001: Committee Stage. - Local Radio Licensing: Motion. (15 Oct 2003)

Kathleen O'Meara: I thank the Government side for allowing this debate in such a speedy fashion. I only asked for the debate last week. It is extremely useful and I thank the Minister for coming to the House. He is clearly familiar with the report and, as he pointed out, the committee has had a thorough discussion with the Broadcasting Commission of Ireland on its findings, a discussion which will probably...

Seanad: Order of Business. (16 Oct 2003)

Kathleen O'Meara: It is gone.

Seanad: Order of Business. (16 Oct 2003)

Kathleen O'Meara: I, too, call for an urgent debate on the Hanly report published yesterday and finally delivered to us last night, many hours after the media received it. I call for such a debate in order to ask the Minister for Health and Children to think again. The proposals in the Hanly report will mean that these so-called centres of excellence, these 12 regional hospitals, will end up like the Mater and...

Seanad: National Task Force on Medical Staffing: Statements. (22 Oct 2003)

Kathleen O'Meara: That is the unelected one.

Seanad: National Task Force on Medical Staffing: Statements. (22 Oct 2003)

Kathleen O'Meara: I warmly welcome the Minister to the House for this important and timely debate. I compliment the Leader of the House and others who organised that the Minister would be present for a debate on this report first in the House. I compliment the Minister for making himself available for it. I compliment members of the task force on medical staffing on the considerable work they have done in the...

Seanad: National Task Force on Medical Staffing: Statements. (22 Oct 2003)

Kathleen O'Meara: Is the Limerick speech redundant?

Seanad: National Task Force on Medical Staffing: Statements. (22 Oct 2003)

Kathleen O'Meara: Let us look at trauma. I appreciate that the Minister is busy and must leave and I appreciate his attendance. There are a number of questions I wanted to ask about Nenagh Hospital and I hope to get answers. What will be the status of A&E there? Will it be a nurse-led A&E? Will it be a 9 o'clock to 5 o'clock or 24-hour service? What will one get there? Emergency and trauma services will go. If...
