Joan Burton: Will the Minister tell me, as far as he knows, how this will be treated for accounting purposes, particularly as there is a double bind on it? When money is put in does it reduce our debt? When money is taken out, it counts as expenditure. In a sudden crash of the economy, that could become a very difficult issue.
