Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: And why is there not.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: Anything from 1 m to 3 m is what would be required but in terms of the exempted development, there is no distance required. Is that the case in the regulations? Why not have a limit? This is for the gas pressure regulation station. I am taking my information from the opening statement, where 5 m is referred to for the gas vent stacks but there is no minimum distance for the gas regulation...

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: I appreciate that answer, but I am just trying to get clarification as to why the Department looked for a 5 m minimum distance for gas vent stacks but why it did not look for any minimum distance in the context of gas pressure regulation.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: I appreciate that, but there is a visual intrusion and effect on the aesthetics. Most people would not want that right outside their homes.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: Why put in a minimum distance in terms of exempted development regulations then? Anything else would have to go through the planning process.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: I appreciate those answers. My view is that there should be a minimum distance for the exempted development for gas pressure regulation stations the same as there is for gas vent stacks. That would be a good approach.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: Yes, on the basis that if the regulations go through, this could go up right outside someone's front door without the need for planning. It is fair to have a minimum distance if it is going to be exempted development. Otherwise, it could go through the planning process.

Written Answers — Department of Education and Skills: School Patronage (11 May 2023)

Cian O'Callaghan: 191. To ask the Minister for Education and Skills when the reconfiguration report for three schools (details supplied) will be available to parents; and if she will make a statement on the matter. [22312/23]

Written Answers — Department of Housing, Planning, and Local Government: Fire Safety (11 May 2023)

Cian O'Callaghan: 199. To ask the Minister for Housing, Planning, and Local Government if there are any safeguards or protections in place to ensure that when residential properties with very serious fire safety defects are sold, the prospective buyers are made aware of these defects; and if he will make a statement on the matter. [22251/23]

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (Resumed) (16 May 2023)

Cian O'Callaghan: I thank the Cathaoirleach and our guests for coming in. In regard to the IPI’s view on whether this is the best way to do land value capture to capture the uplift in land values, there is a key challenge in terms of housing affordability. The planning system, for many good reasons, restricts people’s abilities to build and puts many constraints on that. Arguably there is not...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (Resumed) (16 May 2023)

Cian O'Callaghan: I thank the witnesses for their answers. My fundamental question about this is that some other European countries do active land management where the entire value uplift from the land being zoned or the change of use is captured publicly. We have a housing affordability crisis which is extreme and causing all sorts of problems for people. We also have the crisis around delivering...

Written Answers — Department of Education and Skills: State Examinations (17 May 2023)

Cian O'Callaghan: 88. To ask the Minister for Education and Skills if her attention has been drawn to a petition for additional time to be introduced for students with dyslexia in the State examinations; if she will engage with the State Examinations Commission on introducing extra time as part of the reasonable accommodations at the certificate examinations scheme; and if she will make a statement on the...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Policy (18 May 2023)

Cian O'Callaghan: 77. To ask the Minister for Housing, Planning, and Local Government the level of flexibility that local authorities have when considering a tenant in situ purchase; and if he will make a statement on the matter. [23444/23]

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Policy (18 May 2023)

Cian O'Callaghan: When the eviction ban was lifted, the Government promised that a range of measures would be put in place to prevent people from becoming homeless. It is important to acknowledge that good work has been done by local authorities with the tenant in situscheme. However, many renters are still falling through the cracks and are still being evicted. Dublin City Council have said that they are...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Policy (18 May 2023)

Cian O'Callaghan: I am going to read a short extract from an email that a mother of two children who is facing eviction into homelessness has sent to me. She has given me her full permission to use this. She says: 5 years ago, I fled domestic violence. In the 6-month period that we were homeless the effect on my son's mental health was devastating. At 7 years old he was suicidal and permanently suspended...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Policy (18 May 2023)

Cian O'Callaghan: I thank the Minister for that answer, which I appreciate. This is another extract from the email that a mother of two children, who is facing homelessness, has sent to me. She wrote: My daughter has been diagnosed with severe dyslexia and is getting the help she needs in a new school. At 4th class this is her 4th school to attend. [...She needs] the stability and routine of staying in...

Ceisteanna Eile - Other Questions: Housing Schemes (18 May 2023)

Cian O'Callaghan: 104. To ask the Minister for Housing, Planning, and Local Government the measures that will be put in place to ensure the waiving of development levies results in more affordable homes for people rather than an increased profit margin for developers; and if he will make a statement on the matter. [23446/23]

Ceisteanna Eile - Other Questions: Housing Schemes (18 May 2023)

Cian O'Callaghan: Since the Minister took office, almost €1 billion allocated to the housing budget has not been spent. This was money that could, and should, have been used to build social and affordable homes. The measures that he announced recently, involving the spending of €1 billion, included more subsidies and handing over of public money to private developers, including the waiving of...

Ceisteanna Eile - Other Questions: Housing Schemes (18 May 2023)

Cian O'Callaghan: That is the crucial question. In the years since the Minister took office, public subsidies to developers have increased, as have their profits. Here is another measure that we do not know will be passed on to people buying homes. There is no transparency around developers' profits. The largest developers are publicly listed, so we can see how their profits have increased in recent years,...
