Liz McManus: It is not the way to bring in legislation. The Minister has essentially lumped two separate Bills into one, and the second part of this Bill deals with an issue totally unconnected with the main Title. The Minister did not have an amendment in time so Deputy Coveney and I submitted an amendment prepared by the Government. It was rejected because it was not relevant to the Bill.
