John McGuinness: I have some questions for the Minister. Is there a copy of a standard contract for somebody entering the Civil Service? Could copies of other contracts be made available to the committee so that we can clearly understand what people have signed up to? I ask the Minister to explain the concept of a job for life and that a person cannot be fired, which is often discussed.

John McGuinness: I am talking about being let go for absolute incompetence, which is what we experience here on a regular basis in our meetings every Thursday. I would like to see that dealt with because once that dynamic is removed; there would be a different experience from workers throughout the service. I would like to see exactly what is contained in the contracts particularly for those on lower levels...

It has been said that there are legacy issues over the eight health boards and the 50 agencies. Obviously that organisation needs investment in terms of financial management, technology and so on. Is there room within the budget to take a big spending agency...
