Bernard Durkan: I have always had one of those. I recall one case where the person was released after committing a very serious crime. He left this jurisdiction and crossed the Irish Sea where he committed the same crime again, four or five times. He murdered somebody after being deemed fit by the institutions that released him. All the experts said he was fit and rehabilitated.
