- Seanad: Adjournment Matters: Garda Reserve (28 Jan 2014)
John Perry: In a final response, the services, in fairness, have been extended massively, and the Commissioner also can determine additional duties. I thank the Senator for his comments, which have been noted and which I will bring to the attention of the Minister, Deputy Shatter. Since its establishment, the Garda Reserve has been of great benefit to An Garda Síochána and to society in...

John Perry: I thank the Senator.
- Seanad: Adjournment Matters: Tax Credits (5 Feb 2014)
John Perry: The one-parent family tax credit was reformed and replaced with a new single person child carer credit from 1 January. While the single person child carer credit is of the same value, that is, €1,650, as the earlier tax credit and also carries the same entitlement to the extended standard rate tax band of €36,800 per annum, the new credit is targeted such that it is available...
- Seanad: Adjournment Matters: Tax Credits (5 Feb 2014)
John Perry: I would make a further point that might be helpful. Agreement as to who would be the principal carer of a child is a matter for the parents or guardians. However, in the first instance, only the principal carer will be entitled to the credit, a policy change recommended by the Commission on Taxation in 2009. As regards the parent who is taking care of the child, while he or she may not...
- Seanad: Adjournment Matters: Tax Credits (5 Feb 2014)
John Perry: In one sense, this is about ensuring that taxpayers' money goes to the people who are most entitled to it. That objective has been agreed. I will forward the Senator the back-up file on this and she can study the detail of it that covers some of the points she raised.
- County Enterprise Boards (Dissolution) Bill 2013 [Seanad]: Second Stage (6 Feb 2014)
John Perry: I move: "That the Bill be now read a Second Time." I welcome this opportunity to present the County Enterprise Boards (Dissolution) Bill 2013 to the Dail. The purpose of the Bill is to give effect to the Government's decision in 2012 to reform the system for delivery of State supports to micro and small enterprises. It was agreed this was to be achieved by dissolving the county enterprise...

John Perry: I will supply a copy to the Deputy.
- County Enterprise Boards (Dissolution) Bill 2013 [Seanad]: Second Stage (Resumed) (6 Feb 2014)
John Perry: We are aware that a target has been set by the Taoiseach that Ireland will become the best small country in the world in which to do business by 2016. This is an ambitious and achievable target. A key component for the delivery of this target is the reform of the national micro and small business support service. One of the pillars of the Government's strategy for promoting jobs and growth...

- Topical Issue Debate: Railway Stations Upgrade (19 Feb 2014)
John Perry: I thank the Deputy for the opportunity to address this issue in the House on behalf of my colleague the Minister for Transport, Tourism and Sport, Deputy Leo Varadkar, who is abroad on Government business. The Department of Transport, Tourism and Sport is funding an ongoing programme of accessibility improvement grants to upgrade existing public transport infrastructure and facilities....
- Topical Issue Debate: Railway Stations Upgrade (19 Feb 2014)
John Perry: The Deputy’s point is very valid, and I will raise it with the Minister for Transport, Tourism and Sport, Deputy Varadkar. I fully understand the Deputy’s very clear point. Iarnród Éireann does its utmost to facilitate all passengers. On the Sligo line a ramp is available. Many of the station personnel, when they are on the platform, can make this ramp available...
- Topical Issue Debate: Railway Stations Upgrade (19 Feb 2014)
John Perry: That is the maximum requirement but according to my information 24 hours is not an exact stipulation. If somebody arrives at the station an hour or half an hour before his or her departure and makes this known to personnel the ramp will be made available. A lot of common sense is used.
- Topical Issue Debate: Railway Stations Upgrade (19 Feb 2014)
John Perry: I am quite certain that 24 hours is the maximum stipulation, but managers have discretion and the person can arrive half an hour before departure.
- Topical Issue Debate: Driver Licence Applications (19 Feb 2014)
John Perry: On behalf of the Minister for Transport, Tourism and Sport, Deputy Varadkar, I thank Deputy Dooley for raising this issue. Following a Government decision in May 2011, the RSA was given responsibility for the operation of a centralised driver licensing service. In preparation for the introduction of the new plastic card licences, the RSA became the sole licensing authority for the country...
- Topical Issue Debate: Driver Licence Applications (19 Feb 2014)
John Perry: This is a major transformation of the service. Of 150,000 applications, almost 125,000 licences have been issued. In respect of incomplete applications, regardless of how good the office is, if an application is incomplete, the licence cannot be issued. There is a responsibility on the applicant to correct his or her application. The National Driver Licence Service, NDLS, is on track to...

- Seanad: Adjournment Matters: Job Creation (25 Feb 2014)
John Perry: I thank Senator Cullinane for raising this important issue. The House is aware that the guidelines for regional aid, also known as investment aid, enable the State's industrial development agencies to pay grants at enhanced rates to business in order to support new investment and employment in productive projects in Ireland's most disadvantaged reasons. This helps in the convergence of...
- Seanad: Adjournment Matters: Job Creation (25 Feb 2014)
John Perry: The Senator will have to admit that there is a lot of straight talk in the reply I have given him. Action is being taken and it is yielding results, as is clear from various job creation announcements, the plan by IDA Ireland to build an advance manufacturing facility as well as the enormous investment by Glanbia on the Waterford-Kilkenny border. A lot of new jobs are being created in the...
