Kevin O'Keeffe: 677. To ask the Minister for Communications, Energy and Natural Resources if he will consider rescinding his decision to impose a tyre levy on motorists and hauliers; if his attention has been drawn to the fact this levy will have a detrimental effect on the tyre industry; if his attention has also been drawn to the fact this new levy has the potential to drive businesses into the black...

Roads Funding: Motion [Private Members] (1 Feb 2017)

Kevin O'Keeffe: It is almost 20 years since I first entered local government but to this day we are still talking about potholes in my community. I commend the local authorities on the work they do with the limited resources that are made available to them. Issues can be addressed here today and I am delighted that the Rural Independent Group tabled the motion, although it may be compromised since they...

Joint Oireachtas Committee on Transport, Tourism and Sport: Sport in Ireland - Challenges, Strategies and Governance: Minister for Transport, Tourism and Sport (1 Feb 2017)

Kevin O'Keeffe: In fairness to him, we are getting a fantastic response and it is something we are going to have to look at in the future, because I stopped at the five minutes-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Sport in Ireland - Challenges, Strategies and Governance: Minister for Transport, Tourism and Sport (1 Feb 2017)

Kevin O'Keeffe: I welcome the Minister and Minister of State. They appear to have forgotten that they addressed the committee on the issue of sport in the middle of the previous session. The Minister referred to governance and women in sport. He introduced a timeframe for his decisions in this regard while consultations with women's groups and so forth are ongoing. Is he not putting the cart before the...

Joint Oireachtas Committee on Transport, Tourism and Sport: Sport in Ireland - Challenges, Strategies and Governance: Minister for Transport, Tourism and Sport (1 Feb 2017)

Kevin O'Keeffe: I do not dispute the decision that was made. The issue is the timeframe provided. Did the Minister bring this issue before the Cabinet for discussion?

Joint Oireachtas Committee on Transport, Tourism and Sport: Sport in Ireland - Challenges, Strategies and Governance: Minister for Transport, Tourism and Sport (1 Feb 2017)

Kevin O'Keeffe: Yes, and furthermore, did the Minister of State consult Sport Ireland? While I welcome his initiative, my concern is the timeframe involved. I have heard ladies involved in sports say that while the Minister of State's initiative was fine, time would be needed to get the process up and running. The timeframe is very tight.

Joint Oireachtas Committee on Transport, Tourism and Sport: Sport in Ireland - Challenges, Strategies and Governance: Minister for Transport, Tourism and Sport (1 Feb 2017)

Kevin O'Keeffe: I am not asking the Minister of State to run away from anything. I am asking that he give the policy further consideration and allow more time before implementing it.

Joint Oireachtas Committee on Transport, Tourism and Sport: Current Financial Situation at Bus Éireann, the Expressway Service and the Rural Transport Programme (Resumed) (1 Feb 2017)

Kevin O'Keeffe: The Minister has become the classic example of poacher turned gamekeeper. The Minister was an outspoken shareholder at many annual general meetings throughout the city of Dublin but here he is, the State shareholder in Bus Éireann. He should demonstrate more interaction in the company's affairs. As late as last night, the Minister indicated that if anything went wrong with Bus...

Joint Oireachtas Committee on Transport, Tourism and Sport: Current Financial Situation at Bus Éireann, the Expressway Service and the Rural Transport Programme (Resumed) (1 Feb 2017)

Kevin O'Keeffe: Last night in the Chamber the Minister indicated that the NTA would ensure rural communities will stay connected, even if there are changes to Bus Éireann. The Minister is pre-empting the discussion between workers and the operators. Does the Minister feel that as a shareholder, perhaps he should be involved with the negotiations?

Joint Oireachtas Committee on Transport, Tourism and Sport: Current Financial Situation at Bus Éireann, the Expressway Service and the Rural Transport Programme (Resumed) (1 Feb 2017)

Kevin O'Keeffe: Deputy Troy referred to fair competition with the Expressway service. He stated that on the Waterford to Dublin route, the service moves off the motorway in order to stop in some major towns and villages, whereas a private operator can go straight from A to B. I have a bigger problem regarding funding. The Minister will hide behind EU regulation. In my own backyard, within the past week...

Joint Oireachtas Committee on Transport, Tourism and Sport: Current Financial Situation at Bus Éireann, the Expressway Service and the Rural Transport Programme (Resumed) (1 Feb 2017)

Kevin O'Keeffe: Very few.

Joint Oireachtas Committee on Transport, Tourism and Sport: Current Financial Situation at Bus Éireann, the Expressway Service and the Rural Transport Programme (Resumed) (1 Feb 2017)

Kevin O'Keeffe: One of the big issues that Bus Éireann mentioned was insurance cover. The cost of insurance premiums has become phenomenal. Is there anything the Minister's Department can do about it to help alleviate it? Can the Department refer it to the Minister of State, Deputy Eoghan Murphy, to look at it in the overall context of insurance premiums and costs?
