Sheila Terry: I move amendment No. 34: In page 10, to delete lines 1 to 5. This proposes to delete lines 1 to 5 on page 10. I spoke about this previously.

Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)

Sheila Terry: It should have been taken with amendment No. 33 because it leads on from it. Amendment, by leave, withdrawn. Amendment Nos. 35 to 38, inclusive, not moved.

Seanad: Maternity Protection (Amendment) Bill 2003: Committee Stage. (2 Dec 2003)

Sheila Terry: I thank the Minister for listening to the previous debate on this Bill and coming forward with changes today. I also fully support Senator Cox in what she has said on many occasions about securing rights for the women of the Houses of the Oireachtas. I ask the Minister to make the necessary changes to make it easier for women to combine child rearing with their work, including breastfeeding....

Seanad: Tribunals of Inquiry (Evidence) (Amendment) Bill 2003: Second Stage. (9 Dec 2003)

Sheila Terry: I welcome the Minister of State to the House. This Bill, which is overdue, is welcome. When Mr. Justice Flood resigned in June 2003, my party leader asked the Taoiseach to bring forward legislation to deal with his resignation and the subsequent fallout. While six months is not too long to wait, this is an urgent matter and I am glad it is being dealt with now. I remind the House of the...

Seanad: Tribunals of Inquiry (Evidence) (Amendment) Bill, 2003: Committee and Remaining Stages. (9 Dec 2003)

Sheila Terry: I believe there is an error in the wording of section 2 and I ask the Minister to look at that amendment before Report Stage. My amendments are not intended as a criticism of the Bill but as a means of improving its final provisions.

Seanad: Tribunals of Inquiry (Evidence) (Amendment) Bill, 2003: Committee and Remaining Stages. (9 Dec 2003)

Sheila Terry: I thank the Minister of State and his officials. Opposition Members do considerable work on Bills and drafting amendments. If a Minister is unable to accept Opposition amendments, I ask that they be considered before a Bill goes to the Dáil. We do not do our work just for fun. Question put and agreed to.

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Defamation: Statements. (10 Dec 2003)

Sheila Terry: The Minister is very welcome to the House to debate this important issue. I welcome the opportunity to discuss the important matters of defamation, law reform and the regulation of the press. These are two entirely separate but not unrelated issues. The Government has sought to ensure that the reforms in each area are dealt with in a way that they appear to be dependent on each other....

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Defamation: Statements. (10 Dec 2003)

Sheila Terry: I will endeavour to provide that reference for the Minister. When the report was published and with reference to the recommendation that a statutory press council be established, the Minister stated: On the one hand, there is a need to achieve a form of regulation which is effective and in which the public can have confidence. On the other hand, care must be had to ensure that any regulatory...

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Defamation: Statements. (10 Dec 2003)

Sheila Terry: It is worrying, to say the least.

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Defamation: Statements. (10 Dec 2003)

Sheila Terry: I welcome the Minister's decision to hold a seminar to hear the views of all interested parties. Given that the legal advisory group has already produced a draft Bill for the Minister, I dearly hope that the seminar was not an exercise in aesthetics. I expect the Minister to give serious considerations to the issues raised there and that he will be open to the possibility of changing his mind...

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Defamation: Statements. (10 Dec 2003)

Sheila Terry: I will confirm that to the Minister later. Fine Gael believes that this press council should set about developing appropriate codes of practice. It should appoint a press ombudsman who would be fully independent with full security of tenure and have a properly funded office with the remit of enforcing codes of practice developed by the press council. While Fine Gael believes that the...

Sheila Terry: That is not correct.

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Defamation: Statements. (10 Dec 2003)
