Leaders' Questions (5 Nov 2015)

Tom Fleming: Youth unemployment is still double the rate it was at the start of the recession in 2008. The latest EU labour force figures show that Ireland is one of the ten European countries where youth unemployment exceeds 20%. The EU survey also shows that 15% of Ireland's youth were not in employment, education or training last year. If we take into account the thousands who were forced to...

Leaders' Questions (5 Nov 2015)

Tom Fleming: This week's PwC report also pointed out that out of 34 countries surveyed in Europe, Ireland is ranked at No. 29. The league scores individual countries on their youth unemployment rates and their performance, for instance, in the vocational training to which the Minister referred. It is an indictment of our system that we are not catching up with the rest of the developed countries in...

Leaders' Questions (5 Nov 2015)

Tom Fleming: We must meet the needs in that regard.

Leaders' Questions (5 Nov 2015)

Tom Fleming: I am sure the Ministers to whom I referred are working together as cohesively as possible but we must step it up to a higher level. The Government must ensure that a survey is carried out on how certain European countries are getting such good results. We are lagging behind at the bottom end of the 34 countries surveyed.

Leaders' Questions (5 Nov 2015)

Tom Fleming: That is a very bad and sad reflection on us that we have such a high percentage of youth unemployment and that we are not addressing the matter in a proper fashion. I urge the Government to look at the European experience and see whether we can learn from the likes of Germany, Switzerland, Austria, and the other efficient countries.

Joint Oireachtas Committee on Transport and Communications: DART Underground and Expansion Projects: National Transport Authority (5 Nov 2015)

Tom Fleming: I welcome the representatives from the National Transport Authority and the Kerry bus contractors who are present. The concept of the community rural bus service was to provide a State-funded transport service for unserviced rural areas, with a scheduled timetable if at all possible. This is a huge diversion which has massive consequences for the bus contractors to whom I referred. A total...

Joint Oireachtas Committee on Transport and Communications: DART Underground and Expansion Projects: National Transport Authority (5 Nov 2015)

Tom Fleming: I welcome the fact the CEO stated she will make contact with the Competition and Consumer Protection Commission. Perhaps the European competition authorities also need to be consulted on this on a wider basis. There is a possibility here that funding from Europe is being utilised within the system and we would like to get to the root of all of this to get a fuller picture. For the NTA's...

Joint Oireachtas Committee on Transport and Communications: DART Underground and Expansion Projects: National Transport Authority (5 Nov 2015)

Tom Fleming: I understand the re-tendering process is due to get under way this week. Would it be advisable for it to be postponed until there is clarity? We require further clarification on the matters raised. Will the CEO consider postponing the process for three weeks, if possible?

Joint Oireachtas Committee on Transport and Communications: DART Underground and Expansion Projects: National Transport Authority (5 Nov 2015)

Tom Fleming: Before the tendering process commences there must be a complete reappraisal of all the matters raised today in order that there can be full clarification on all of them.

Ceisteanna - Questions - Priority Questions: Broadband Service Provision (10 Nov 2015)

Tom Fleming: 69. To ask the Minister for Communications, Energy and Natural Resources if he will prioritise County Kerry in the broadband intervention strategy, as the county has had significant underinvestment by the State and the market in its telecom infrastructure, which is manifestly obvious from the national broadband plan survey data map; and if he will make a statement on the matter. [39198/15]

Tom Fleming: I ask the Minister for Communications, Energy and Natural Resources if he will prioritise County Kerry in the broadband intervention strategy, as the county has had significant underinvestment by the State and the market in its telecommunications infrastructure, which is manifestly obvious from the national broadband plan survey data map, and if he will make a statement on this matter.

Ceisteanna - Questions - Priority Questions: Broadband Service Provision (10 Nov 2015)

Tom Fleming: According to the Department's survey carried out in 2014, which was conducted by the commercial operators in County Kerry, we stand out as having the greatest need for State intervention to supply high-speed broadband to homes and businesses. County Kerry is in the top four of greatest need in terms of requiring State intervention, the lack of commercial coverage and the number of premises...

Ceisteanna - Questions - Priority Questions: Broadband Service Provision (10 Nov 2015)

Tom Fleming: Unfortunately, the great majority of County Kerry is in deficit and there is a strong case for prioritising investment in the county due to the level of unemployment and underemployment. We also have a very low level of disposable income, with declining rural populations. Naturally, we need to see preservation of the Gaeltacht regions in the county.

Ceisteanna - Questions - Priority Questions: Broadband Service Provision (10 Nov 2015)

Tom Fleming: The infrastructural deficit must be addressed most of all in order to create and retain employment.

Ceisteanna - Questions - Priority Questions: Broadband Service Provision (10 Nov 2015)

Tom Fleming: It is very evident that currently there is a two-tier system, with large tracts of expansive countryside in rural communities in County Kerry with practically no broadband or else very poor coverage, to be honest. I have several examples of people in commercial businesses being affected. The Commission for the Economic Development of Rural Areas, CEDRA, report, published by chairman Pat...
