Paschal Mooney: He is someone who, when he gets an idea into his head, proceeds with it without fear or favour. However, in this particular instance, I suggest that the Minister is wrong. It is time he revisited SI 9 to ensure that those who wish to build their own houses under certified conditions will continue to be allowed to so do.
