Gerry Horkan: I am conscious that we are dealing with section 31 but I am also conscious that the Senators are responding in frustration because they are not getting responses to the questions they asked. Senators McDowell, Clifford-Lee and Norris are to speak on section 31, ideally, and I will then ask the Minister if he has a response.

Gerry Horkan: There are a couple of points which I think Senator McDowell feels have not been answered. I am not sure if the Minister wishes to answer them. If he is in a position to do so perhaps the Minister might give the Senator whatever answer he has in terms of why only ten years.
