Housing Strategy: Statements (Resumed) (20 Jul 2016)

Michael D'Arcy: I am sharing time with Deputy Maria Bailey. The area I would like to raise is affordable housing. The sector is crucial because if we get that area correct we can move north and south of affordable housing. North of affordable housing is private housing and south is social housing. I am very passionate about trying to ensure we have that area correct. The numbers I have been given very...

Government Appeal of European Commission Decision on State Aid to Apple: Motion (7 Sep 2016)

Michael D'Arcy: This is about tax, tax owed by whom, where it was to be owed and who it was to be paid to. There have been a lot of conversations in the past within the legislature in the US about a repatriation holiday for tax. It is not spoken about but it has gone before the Senate and the House of Representatives on a number of occasions and has been defeated. There are trillions of stateless dollars...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Budget Submissions: Discussion (13 Sep 2016)

Michael D'Arcy: Many issues have been covered. The grain crisis is one for the entire country. The weather is difficult currently, but when one ploughs, harrows, sows and harvests only to get below-cost prices, it is a crisis everywhere. Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Michael D'Arcy: I will be very quick. I would like to ask about the SFCR reporting for 2016 and the Solvency II rules. I presume they must be met in the other jurisdictions where these products are offered. How can that be offered as a reason for a rise of X percent in premiums? If that were the case, the rise in premiums and profits in other countries and jurisdictions should be similar to here.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Michael D'Arcy: I am not asking about that. I am saying if it applies in those other jurisdictions, should the percentage rise in premiums and profits not be in line with ours?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Michael D'Arcy: In the main, we should not be talking about multiple times the profit or premium rises.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Michael D'Arcy: The rises and profitability here are multiples of those in other jurisdictions. The witness is offering Solvency II as the evidence-----

Michael D'Arcy: It is good to be able to kick these issues about. Practically all the focus has been upon rivers, towns and villages, which I can understand as that is where settlements are. However there is a more individual area that is being ignored, namely, the coastal areas. I shall cite an example. The Minister spoke about the minor works for the local authorities, which is good. An issue arises...
