Joan Burton: It is important for law-abiding taxpayers, the vast majority of people in the country, to hear that the Revenue Commissioners can and will close tax loopholes as they arise. Joan Burton: My last point is that I looked at the history of many of the loan schemes in different countries and I have spoken to people. I am not convinced it would work in a small society like Ireland. The level between emigration and bad debts would be unsustainable.
