Seanad: Education and Training Boards Bill 2012: Committee Stage (26 Mar 2013)

Ivana Bacik: As Senator Power said, it is difficult to get the wording of this right. However, there is one change I would like to see in amendment No. 4, and I raised this previously with the Minister's office. The idea of the panels of candidates is right. That is a good way of doing it and mirrors what has been done for the other panels. However, it is unduly conservatively worded with the use of...

Seanad: Education and Training Boards Bill 2012: Committee Stage (26 Mar 2013)

Ivana Bacik: We have a woman, Senator Keane, in the Chair too. If we strengthen the education and training boards legislation, it is another piece in the jigsaw of ensuring greater gender equality.

Seanad: Education and Training Boards Bill 2012: Committee Stage (26 Mar 2013)

Seanad: Education and Training Boards Bill 2012: Committee Stage (26 Mar 2013)

Ivana Bacik: In light of the fact that Government amendment No. 4 deals with the same matter, I will not move it.

Seanad: Education and Training Boards Bill 2012: Committee Stage (26 Mar 2013)

Ivana Bacik: I do not wish to delay matters but in the context of what was said earlier in respect of parents' representatives, I want to raise a very technical point. I would be grateful if the Minister or his officials might give some consideration to the point in question because it seems there is a slight anomaly with regard to 30(1)(c), which relates to the members who will be parents and which...

Seanad: Education and Training Boards Bill 2012: Committee Stage (26 Mar 2013)

Ivana Bacik: It appears that in one provision children will be under 18 and that this is not the case in the other. It is assumed in section 33 that the children involved - those in centres for education or recognised schools and those who are learners in children detention schools - are dealt with together whereas they appear to be treated separately elsewhere in the legislation.

Seanad: Education and Training Boards Bill 2012: Committee Stage (26 Mar 2013)

Ivana Bacik: It is clear from section 33(1)(c) that this refers just to the parent learners.

Seanad: Education and Training Boards Bill 2012: Committee Stage (26 Mar 2013)

Ivana Bacik: It refers back to section 30(1)(c). The two must be read in conjunction with each other and that is why I am wondering about the difference in the wording in respect of age. It is really a technical point.

Seanad: Order of Business (27 Mar 2013)

Ivana Bacik: I would also like to begin by paying tribute to Jimmy Walsh on the occasion of his retirement this week. Along with most other Senators, I attended the wonderful event yesterday to celebrate his distinguished career. The Leader referred to his excellent shorthand skills, his many experiences and the great distinction with which he covered the Seanad. He also covered many other events,...

Seanad: Courts Bill 2013: Second Stage (27 Mar 2013)

Ivana Bacik: I welcome the Minister to the House. I also welcome the introduce the Bill, which has received general support. I thank the Minister for introducing the Bill in the House. He has done this with justice-related Bills on a number of occasions and this is welcome, especially when there is general support in principle for the legislation but a number of complex issues must be teased out....

Seanad: Courts Bill 2013: Second Stage (27 Mar 2013)

Ivana Bacik: On a point of order, I am not sure what relevance this has to this legislation.

Seanad: Courts Bill 2013: Second Stage (27 Mar 2013)

Ivana Bacik: With respect to the Senator, I was speaking about reform of the courts.

Seanad: Courts Bill 2013: Second Stage (27 Mar 2013)

Ivana Bacik: That is pushing it.

Seanad: Order of Business (28 Mar 2013)

Ivana Bacik: They are not a disciplined force.

Seanad: Order of Business (28 Mar 2013)

Ivana Bacik: We would all like to be associated with the Cathaoirleach's tribute to Jimmy Walsh. A number of us took the opportunity to wish him well yesterday. Senator MacSharry has proposed an amendment to the Order of Business in respect of No. 16, his Private Members' Bill, and I am accepting the amendment. He also referred to the row between the Minister for Justice and Equality and the GRA and...

Seanad: Order of Business (28 Mar 2013)

Ivana Bacik: Senator MacSharry also raised the issue of the closure of barracks in Cavan in the context of the G8 summit in Fermanagh, which we all welcome because it will be a great boost for the region, not just north of the Border but in the immediate vicinity south of the Border. I am sure security arrangements are in hand in respect of that summit. The Senator also raised the issue of visas,...

Seanad: Order of Business (28 Mar 2013)

Ivana Bacik: She is a law student and a very capable auditor. I cannot claim to have spent three to four decades teaching freshmen yet but I agree with Senator Barrett's point about the need to ensure choice at third level. The Minister is not threatening that, or suggesting that courses should be abolished, he is saying the points race should be streamlined to ensure less multiplicity of courses....

Seanad: Order of Business (28 Mar 2013)

Ivana Bacik: I am delighted to be on that list, I think. Senator Healy Eames raised the draft insolvency guidelines. The guidelines will be published next week by the PIA and it would be a matter of great concern if the final version includes what we have seen in the draft that Niamh Connolly first reported in The Sunday Business Post and which included a possibility that parents would have to give up...
