Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: You do not remember from those meetings?

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: When John FitzGerald was before this committee, his recollection was that he did ask the Commission to intervene with the Government, but the Commission took the view that it could not.

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: When you were in Ireland having discussions with the ESRI and talking about its reports, did your discussions inspire confidence in the opinions it was giving in its quarterly economic commentaries?

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: And would you interact with the IMF and its staff reports on the country?

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: I am looking at the critical opinion from the Council in 2001. It is clear there is a risk to monetary union and that prudent fiscal policy is the means to counter these risks. It is also clear that Ireland was not pursuing prudent fiscal policy in 2001. How is the Council opinion of 2001 not still relevant in 2005, 2006 and 2007, given what the ESRI and the IMF were both saying at the time?

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: It was the Commission's responsibility to say that to the country, despite how it was growing.

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: I thank Dr. Donovan for his presence here today. In an article in The Guardian in 2011, Dr. Donovan said the IMF was open to rescheduling of debt, whereas the EU was muddling through as it had not been involved in such bailouts before. In respect of the first part of that sentence, the rescheduling of debt, was it previously IMF policy, when engaging in a rescue, to reschedule, restructure...

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: Is it unusual for the approach to rescheduling not to be taken in this context? In the Irish context, was it unusual for the US Treasury to step in and change the normal approach of the IMF?

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: Moving away from the concept of restructuring and looking at the approach from the EU and the IMF in terms of the actual bailout terms, if we look at the difference in the terms, the IMF loan was provided over a longer period of ten years and at a rate of 3.1%, whereas the EU loans were to be paid over a period of seven and a half years at a rate of 5.9%.

Committee of Inquiry into the Banking Crisis: Context Phase (18 Feb 2015)

Eoghan Murphy: Dr. Donovan mentioned in his opening statement why the IMF may not have been more explicit when it came to sounding the warning bell for Ireland. He states, "There could have been pressures both within the IMF and vis a vis the authorities to dismiss the possibility of such very negative outcomes." Dr. Donovan says this on page 8 of his opening statement. I know Dr. Donovan is only...

Written Answers — Department of Education and Skills: Third Level Fees (24 Feb 2015)

Eoghan Murphy: 560. To ask the Minister for Education and Skills if there is a stipulation that returning expatriates must be resident here for three of the past five years and in secondary education to avail of free fees in third level colleges. [8232/15]

Children and Family Relationships Bill 2015: Second Stage (Resumed) (25 Feb 2015)

Eoghan Murphy: I congratulate the Minister on bringing forward this Bill. It is legislation that once adopted will not necessarily change the world we know but more accurately reflect it. The traditional concept of the family evolved a long time ago and it is great that politicians are finally catching up to that fact. I am proud to be part of a Government that is doing this important work to reflect...

Committee of Inquiry into the Banking Crisis: Context Phase (25 Feb 2015)

Eoghan Murphy: Picking up on the previous questions and on this knowledge of insolvency in two of the institutions - this knowledge the management would have had - how do you know they were aware their bank was insolvent?

Committee of Inquiry into the Banking Crisis: Context Phase (25 Feb 2015)

Eoghan Murphy: Just to clarify, you are basing your knowledge on the recordings that you have listened to from the capital desk-----

Committee of Inquiry into the Banking Crisis: Context Phase (25 Feb 2015)

Eoghan Murphy: I thank the Chairman. Professor Connor, you said earlier that it was dead obvious with hindsight, and probably at the time - the insolvencies in the banks. You also said that a thoughtful Cabinet meeting should have been able to see that Anglo and INBS were insolvent, even with the bad information they were getting from regulators. Can you expand on that, please?

Committee of Inquiry into the Banking Crisis: Context Phase (25 Feb 2015)

Eoghan Murphy: When you say "thoughtful Cabinet meeting", what are you saying?

Committee of Inquiry into the Banking Crisis: Context Phase (25 Feb 2015)

Eoghan Murphy: Can you just expand on the political benefits from the policy?

Committee of Inquiry into the Banking Crisis: Context Phase (25 Feb 2015)

Eoghan Murphy: I will move to a different area in the time I have left. There was a delay in setting up NAMA and you said there were unfortunate consequences of that. Do you know why there was that delay?
