Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Bobby Aylward: How are they getting access? How are the drugs getting into the prison? That is the security issue.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Bobby Aylward: I have one question on legal costs. I was going to ask more but my time is up. Awards came to €492,000 in 2017 but the legal costs were €1 million. That does not add up. The legal costs were double what the awards were. Why would that be? How can the witnesses stand over it? It sounds incredible and sounds like an extremely large sum of money. I am sure some procedures...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Bobby Aylward: A whiplash or whatever might cost more over here than it does in England. What I am saying is that for something like a sprained ankle there should be a fixed payment and no legal costs.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Bobby Aylward: If there were one award given at a fixed amount, all the cases could be fixed without any legal proceedings. For the same wrongdoing, for example a claim in respect of "slopping out", the award in the first case should apply to subsequent cases. Should everyone not get the same award if it is for the same case for more than 100 prisoners in Mountjoy or wherever, and cut out the legal costs?

Bobby Aylward: Did every one of the 41,000 transfers require a Garda escort, or just some?

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts

Bobby Aylward: I thought a garda had to be involved in each transfer.

National Broadband Plan: Motion [Private Members] (22 Jan 2019)

Bobby Aylward: Like my other colleagues, I have a short and simple message from rural Ireland. We need broadband and we need it now. People are frustrated, fed up and tired of the delays with the national broadband plan. Since May 2015, when I was elected, I have had representations from people living in rural communities and on the outskirts of rural towns who cannot understand why I cannot give them an...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: Mr. Breslin has given an awful lot of figures.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: The more questions we ask the more frustrated we become. I make the observation that I find it hard to believe we have witnesses who have been project managers for this scheme from day one and when we ask them a question, they have to go back to using a pen and paper to make up numbers. That is unbelievable for professionals in front of the committee. They knew that they were going to be...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: The witnesses are professionals and should be on top of their jobs. I am businessman and a farmer. I know that it is a big project and that I am simplifying it, but the witnesses are not on top of the figures after all of the questions that have been asked of them. They still have to go back and frustrate us-----

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: All the ordinary taxpayer - the ordinary Joe and Mary and lay people - sees is a figure that started off at €640 million and went up to €900 million, €1.4 billion and €1.7 billion. Even today no one can give a guarantee that it will not go up to €2 billion. No one said it would not go up to €2 billion when the question was asked twice by my...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: Can I get an answer to my question from someone before I go?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: Just one minute ago Mr. Pollock mentioned that the issue of sprinklers had come up as the project was moving along. Where is the professionalism if the board only learned about this as the project moved along? Would they not have been part of the original plan before the board ever sat down to build the hospital? Would it not have looked at what was involved and what the costs would be,...
