Anne Rabbitte: While I acknowledge that failures in previous decades were undoubtedly highlighted in RTÉ's "Scouts Dishonour" programme, the programme also outlined details of a case that involved an alleged abuser who was reported to the Catholic Boy Scouts of Ireland in the 1980s and 1990s but was only removed from Scouting Ireland in 2018.
