Verona Murphy: Does Mr. McCarthy understand when I ask whether he agrees? Is this a difficulty within Departments that they do not understand the English language? "Would he agree?" is a binary question. That is a "Yes" or "No" answer.

Verona Murphy: Having said that, we were in extraordinary times. Was there no mention of a virement? We were severely lacking in respite beds. As a matter of fact, I dealt with Tusla at the time because we had families with foster children with autism issues who needed a break during Covid. Would the Department not have suggested that the money would have been diverted to those services?
