Covid-19 Vaccination Programme: Statements (11 Mar 2021)

John Lahart: In the debate notes I have, it is called a wrap-up. The Minister may interpret that. He has seven minutes.

Saincheisteanna Tráthúla - Topical Issue Debate: Drug Dealing (11 Mar 2021)

John Lahart: As my constituency colleague said, this is a plea from and on behalf of those on the front line in meeting the consequences of drug misuse in our constituency, namely, the drugs and alcohol task forces and those who work with them. It is a plea for help, not just to the Department but also to the Departments of Health, Justice, Education and Children, Equality, Disability, Integration and...

Saincheisteanna Tráthúla - Topical Issue Debate: Drug Dealing (11 Mar 2021)

John Lahart: I mentioned in my opening remarks that every Department - and I named them - needs to come to the table, to meet the drugs task forces and to make sure that the people who traditionally sat around this table but who have fallen away over the years get back to it. I welcome the Minister of State's comments about drug seizures but, with regard to the Criminal Assets Bureau, what could be more...

To ask the Minister for Enterprise, Trade and Employment if garden centres fully qualify as essential retail outlets under level 5 restrictions; if not, if partial restrictions apply; and if his attention has been drawn to concerns within the industry with the arrival of spring which is a traditionally busy time for the sector. [13613/21]

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: Have I ten minutes?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: I thank the witnesses for coming. This is a genuine question. I am just wondering is there a reason the Governor is not with us today. Was he not issued an invitation?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: Many of us are not members of other related committees. The next time an invitation issues, it would be nice to see the Governor here. That is merely a personal perspective. In relation to Davy, is this the end of the Central Bank's involvement or can Dr. Cassidy give us an update?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: There has been a little bit of talk because of the changes that are taking place in the banks and the withdrawal of a major bank from the banking environment in Ireland. What is the position of the Central Bank on a State bank?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: Coming back to a previous question on the position going forward, what is the greatest fear that the public should have, say, from an economic outlook point of view, in terms of policy instruments?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: Have I time left?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: This is a general question and I do not need a particularly long answer. Obviously, in a particular focused area of strategy we are trying to convert people to the use of hybrids, non-traditional diesel cars, etc. There are some incentives to encourage people to switch. Obviously, because transportation related taxes account for a significant amount of revenue for the State, when should...

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: Okay, that is fine.

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: Coming back to a question that was asked earlier in relation to the shared equity scheme, we had the ESRI's suggestions on this. In terms of policy instruments, how could a Government go about activating the thousands of idle planning permissions that are there? This was a modest scheme, but what positions would the Central Bank have on that?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: Okay. In a general sense, what kind of things can be done to address the supply side without incentivising?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: The Economic and Social Research Institute, ESRI, mentioned the cost of building and the lack of available data. We have, apparently, among the highest building costs in the European Union. How can we address those issues, first the data piece?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: I am not asking Dr. Cassidy to address Government policies. Why is there a dearth of data?

Committee on Budgetary Oversight: Pre-Stability Programme Update: Discussion (23 Mar 2021)

John Lahart: Dr. Cassidy and the ESRI have mentioned the costs element. He must see some space or room for manoeuvre there, even if he cannot specify what that is. I do not want to misinterpret Dr. Cassidy, but it seems that he seed room for manoeuvre in terms of the cost of construction.
