Joe Higgins: We need a variation of the Government's proposal so the Government can come to the Dáil before 31 May to tell our people exactly what is involved in proposals that are supposed to bring forward investment and growth and are seen as part and parcel, according to the Government, of the treaty on which it is asking our people to vote.
