Niall Collins: I am quite pleased that the Minister has moved from the position as in the original Bill. It is good for democracy and oversight. We can look at what has happened with Irish Water, although I do not wish to go on a tangent.

Niall Collins: There was no opportunity for public representatives to play an oversight role in that regard. We can see what happened in my native city of Limerick over Christmas with regard to the city of culture.
