- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: To add briefly to what the other Deputies have said, these amendments are important to highlight the obligations of relevant bodies to provide information for adopted people. It is an important departure, providing proactive responses to the rights of adopted people. I will leave it at that.
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (8 Mar 2022)
Holly Cairns: I will add ever so slightly to that with regard to amendment No. 228, which removes the restriction on adopted people being permitted access to specific items. The Minister has refused amendments based on the likely unavailability of information or even the existence of such information. This restriction falls into that category. In this case, the provision of items is dependent on...

- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (9 Mar 2022)
Holly Cairns: The wording of the amendment is to "make available" all records. It does not provide for forcing records on anybody or insist they see them. It sounded like the Minister took it like that. Does he agree that all records should be made available at that time? Is there a better way we could word the amendment in order that he would be agreeable to it?

Holly Cairns: That is the point of it. I do not think people distinguish medical information from care information in the instance of, for example, an illegal vaccine trial being carried out on him or her while in care. - Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (9 Mar 2022)
Holly Cairns: I move amendment No. 245: In page 30, line 33, to delete “that is” and substitute “and all other records that are”. Amendments Nos. 245 and 246 concern improving the definition of information that relevant bodies must provide to applicants. This originates in the understandable distrust adopted people and survivors have for State bodies. They are seeking the...
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (9 Mar 2022)
Holly Cairns: The Minister said the information around relevant bodies is covered in a subsequent section and that is great, if I take him at his word. Why not just strengthen the point in this section if he is already on board, along with the rest of us, on this point? We can add it to this section, given the unique circumstances we are in when considering this legislation. For four decades, people...
- Select Committee on Children and Youth Affairs: Birth Information and Tracing Bill 2022: Committee Stage (Resumed) (9 Mar 2022)
