Frances Fitzgerald: The HSE compiles a monthly census of employment in the public health and social care sector. The census provides a snapshot of staff who are on the payroll on the day that the census is compiled. Therefore any staff who are on the payroll on that date are included in the census returns. This would include staff on paid maternity and other leave.
