Eric Byrne: Mr. Rogers says it was the President who gave him those powers. What about the Prime Minister's office, which we are talking about?

Eric Byrne: Mr. Rogers remarked that we have a letter in writing to the effect that our funding would be returned. However, he did say that this is a difficult sum of money for a government to roll back. Is Mr. Rogers suggesting that the money has been effectively completely stolen or is it still in some of these accounts? Surely the process could be easily reversed.
