Electoral (Amendment) Bill 2008: Second Stage (Resumed). (25 Sep 2008)

Seán Barrett: Further to the point the previous speaker was making on the electoral register, in the Dublin city and county area it is possible to have two local authorities in the one constituency. Which local authority has responsibility for that whole constituency? The Dún Laoghaire constituency has lost a seat and Dublin South has retained its five seats. However, Dublin South stretches from the...

Credit Institutions (Financial Support) Bill 2008: Committee Stage (Resumed) and Remaining Stages (1 Oct 2008)

Seán Barrett: The success of this piece of legislation will be achieved if it is never used; that is the whole purpose of the exercise. The most important thing to build into the legislation is a provision whereby, if it is used, any money paid out will be repaid with interest

Credit Institutions (Financial Support) Bill 2008: Committee Stage (Resumed) and Remaining Stages (1 Oct 2008)

Seán Barrett: That is my simple proposition. I hope it is never used and, to date, there have been signs it will not have to be used but whoever gets money should pay it back. I had the same query as Deputy Higgins on the timescale. Whether it be two years or five years the money should be paid back with interest. To keep everybody happy, if subsection (15) was amended to provide for a report to be...

Order of Business (2 Oct 2008)

Seán Barrett: I note from today's Order Paper that the Joint Committee on European Affairs has completed its report on the European Commission's White Paper on the integration of EU mortgage credit markets. What will happen to this report? Is it intended that the Government will bring it to the floor of the House for debate? This is an important issue.

Order of Business (2 Oct 2008)

Seán Barrett: If there is to be scrutiny of proposals coming from the European Union, after the committees complete their reports, surely they should be brought to the floor of the House in order that the entire House can debate them? Is it intended, as a general principle, to bring these reports to the House?

Order of Business (2 Oct 2008)

Seán Barrett: That is not the point. The point is that the during the debate on the Lisbon treaty we made great play of the fact that individual parliaments could scrutinise European proposals. Therefore, provision must be made to make time available to debate reports produced by committees. It is a general principle and I want to know whether the Government will provide for it.

Credit Institutions (Financial Support) Bill 2008: From the Seanad (2 Oct 2008)

Seán Barrett: This amendment, which I support, may appear to be just technical but its importance should not be underestimated. While it simply says that the Minister proposes to make a scheme, the most important point is that until both Houses approve that scheme, the Bill does not come into operation. When we are debating this particular technical motion, it is important the message goes out that what...

Credit Institutions (Financial Support) Bill 2008: From the Seanad (2 Oct 2008)

Seán Barrett: We then met the Governor of the Central Bank and having listened to the Governor, I left that meeting believing everything was hunky dory. However, I saw the shares in our banks dropping in value after both of those meetings and I could not understand what was going on. I wondered if somebody was speculating or endeavouring to take out one of the Irish banks deliberately. I did not know...

Credit Institutions (Financial Support) Bill 2008: From the Seanad (2 Oct 2008)

Seán Barrett: This is relevant to the amendment. I am not casting any aspersions on the current office holder but the general principle of a continuation of policy from the Department of Finance right through to the Governor of the Central Bank is not good in a regulatory system. I would like the Governor of the Central Bank to be totally independent of everybody and not embarrassed to carry through...

Credit Institutions (Financial Support) Bill 2008: From the Seanad (2 Oct 2008)

Seán Barrett: On a point of order, the explanatory memorandum states that not alone can it recoup it but it can do so with interest.
