Olivia Mitchell: The Minister for Transport recently introduced, by way of secondary legislation, penalty points for drivers who have not undertaken a NCT. A problem has arisen with the backlog of NCT tests. The Minister suggested a solution whereby people could carry proof of an appointment to avoid getting penalty points.
