Trevor Ó Clochartaigh: The point that was raised with us over and over by the people who made the presentation, whose boat had gone down, was that this was primarily a safety issue. The Minister keeps going back to an implication that there is some sleight of hand with regard to those 18 boats, as if those people are using this as a means of getting more quota in the long run.
