Written Answers — Department of Communications, Climate Action and Environment: Fisheries Protection (29 Nov 2017)

Seán Kyne: I refer to the reply to Questions Nos. 60 and 74 of 21 November 2017. The position is unchanged.

Written Answers — Department of Communications, Climate Action and Environment: Fishing Industry (30 Nov 2017)

Seán Kyne: The specific byelaw referred to is the “Skin-diving for Shellfish Byelaw” -  No. 533 of 1966 which prohibited diving, with and without aided breathing apparatus, for the taking of shellfish principally scallops but also other shellfish such as lobsters or crayfish. It is considered that removing the prohibition would disadvantage long...

Written Answers — Department of Communications, Climate Action and Environment: Inland Fisheries Ireland Staff (30 Nov 2017)

Seán Kyne: I am advised that Inland Fisheries Ireland (IFI) comply with the prevailing conditions as regards retirement ages for its employees.  In the event of any changes in these conditions, which is a matter for the Department of Public Expenditure and Reform in the first instance, IFI will be required to comply with such revised conditions.

Topical Issue Debate: Company Closures (7 Dec 2017)

Seán Kyne: I thank Deputy Fitzpatrick for raising this very important Topical Issue matter and I am delighted to hear that matters have been rectified since it was put down today. Thankfully, the staff and management of Air Bound Trampoline Park have received good news, which is excellent, although I understand where the Deputy is coming from in terms of ensuring this sort of thing does not happen in...

Topical Issue Debate: Company Closures (7 Dec 2017)

Seán Kyne: I applaud the Deputy's sincerity and the interest he has taken in this company. It is great news for staff coming up to Christmas that it has been able to find this vital insurance. I will pass on the comments he has made to the Minister of State, Deputy D'Arcy, and I am sure he will also investigate the matter. I am not aware of the company, although it sounds a wonderful facility and...

Topical Issue Debate: Company Closures (7 Dec 2017)

Seán Kyne: -----that this situation has been resolved. Keep the pressure on, and I will do the same with the Minister of State, Deputy D'Arcy, regarding the report.

Written Answers — Department of Communications, Climate Action and Environment: Fisheries Protection (12 Dec 2017)

Seán Kyne: I propose to take Questions Nos. 408 and 409 together. IFI has been involved in the management of pike in designated Wild Brown Trout Fisheries for a number of years.  In August 2014 IFI launched policies on brown trout and pike. These policies, approved by the Board of IFI, were developed by two working groups which included inter aliarepresentatives from the main Trout and...

Online Advertising and Social Media (Transparency) Bill 2017: Second Stage [Private Members] (13 Dec 2017)

Seán Kyne: The Deputy means the opening of the Luas, not the Luas works.

Online Advertising and Social Media (Transparency) Bill 2017: Second Stage [Private Members] (13 Dec 2017)

Seán Kyne: I commend Deputy Lawless on bringing forward this Bill, which seeks to deal with an important issue that is very worthy of debate. However, I join my colleague, the Minister, Deputy Naughten, in recommending that these proposals be opposed on the basis that they are likely to have a number of serious unintended consequences. The issues we are discussing this evening are undoubtedly of grave...

Ceisteanna - Questions (Resumed) - Priority Questions: Brexit Issues (16 Jan 2018)

Seán Kyne: My colleague, the Minister for Foreign Affairs and Trade, Deputy Coveney, has the primary responsibility for leading on Brexit negotiations. My Department is contributing to discussions and providing policy advice relevant to its remit, as and when required. The comprehensive document Ireland and the negotiations on the UK's withdrawal from the European Union: The Government’s...

Ceisteanna - Questions (Resumed) - Priority Questions: Brexit Issues (16 Jan 2018)

Seán Kyne: I agree. The possible threat posed by and impact of Brexit across all sectors are well known and have been well documented. One could argue that at this stage the Irish Government is better prepared for Brexit than the United Kingdom Government. Even in advance of the referendum result in 2016, work was being done within government. The Joint Committee on European Affairs, of which I am a...

Ceisteanna - Questions (Resumed) - Priority Questions: Brexit Issues (16 Jan 2018)

Seán Kyne: There has been a lot of progress, particularly at the last Council meeting before Christmas. The negotiations advanced to stage 2, yet reflected the very important position the Irish Government had taken on the Border issue. It was hugely important to the country and our role in trying to promote and support the retention of all of the United Kingdom, including Northern Ireland, within the...

Ceisteanna - Questions (Resumed) - Priority Questions: Western Development Commission (16 Jan 2018)

Seán Kyne: I propose to take Questions Nos. 49 and 55 together. The Western Development Commission, WDC, was established on a statutory basis in 1999 as part of a response to the severe population decline in the western region at the time. The remit of the commission is to promote the economic and social development of the western region, covering counties Donegal, Leitrim, Sligo, Mayo, Roscommon,...

Ceisteanna - Questions (Resumed) - Priority Questions: Western Development Commission (16 Jan 2018)

Seán Kyne: I thank the three Deputies for their questions. I congratulate Deputy McLoughlin on all the good news for the Sligo area. As he knows, I have been a strong advocate of the prioritisation and categorisation of Sligo as a driving force for the north west in draft plans which have been published. Clearly, it is lacking and it is important that Sligo is designated as a growth centre. Other...

Ceisteanna - Questions (Resumed) - Priority Questions: Western Development Commission (16 Jan 2018)

Seán Kyne: I have no firm commitment at this stage but, as I said, I have been in consultation with the Ministers to whom the Deputy referred and the Taoiseach. The former Minister of State, Deputy Canney, has also been in contact with the Taoiseach and Minister for Transport, Tourism and Sport, and will be again in the coming weeks. It is important there is support for this across the House. Deputy...

Ceisteanna - Questions (Resumed) - Priority Questions: Western Development Commission (16 Jan 2018)

Seán Kyne: I understand it is closer to €20 million.

Ceisteanna - Questions (Resumed) - Priority Questions: Charities Regulation (16 Jan 2018)

Seán Kyne: The Charities Regulator, the Charities Regulatory Authority, was established on 16 October 2014 pursuant to the Charities Act 2009. Responsibility for the oversight of the regulator transferred to my Department on its establishment in July 2017 and to me in the delegation of functions in September. The general function of the regulator is to regulate charitable...

Ceisteanna - Questions (Resumed) - Priority Questions: Charities Regulation (16 Jan 2018)

Seán Kyne: 7 o’clock I thank the Deputy for his comments. Clearly, issues regarding public confidence have arisen in some charities in recent times, as the Deputy rightly stated, but charities do a lot of very important work on behalf of this country. It is only right and proper to ensure they are all acting above board in performing their duties. This is why the legislation was...

Ceisteanna - Questions (Resumed) - Priority Questions: Charities Regulation (16 Jan 2018)

Seán Kyne: I concur that there has been public concern over the rates of pay for some CEOs in the charity sector. It has caused disquiet over recent years. The regulator regulates in respect of a number of areas. I will confirm its responsibility in regard to rates of pay for the Deputy. The charities have boards of governors and terms and conditions, and they publish their accounts. I know from...

Ceisteanna - Questions (Resumed) - Priority Questions: Telecommunications Services Provision (16 Jan 2018)

Seán Kyne: The mobile phone and broadband task force was established in July 2016 to examine solutions to broadband and mobile phone coverage deficits across the country, as well as to identify tangible actions which could be taken to improve the quality of these services. The task force published its report in December 2016. It made a series of recommendations, backed up by 40 agreed actions, to...
