Joan Burton: While the Deputy suggests that simply gouging out the rivers is a solution, he needs to think about it. He should, along with communities and other affected people, work out the best solution which is sustainable and which does not damage livelihoods in different areas. I welcome the Deputy's contribution, but he needs to expand it at greater length to say what should be done.
