Catherine Connolly: Recommendation 3 states "The Department should, where possible, seek relevant evidence of the Trust’s compliance with all current funding conditions". There were 32 conditions and a lot of them did not have targets or times. A restructuring plan was recommended and that came but there were no dates and no implementation plan or set of actions.
