Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (24 Jan 2023)

Cian O'Callaghan: It is clearly a very useful approach, but I take it from Mayo County Council's opening statement that it needs to acquire land banks in addition to those derelict and vacant sites. Could Mr. Kelly talk us through the challenges around that or what could be done to assist local authorities in that regard? Vacant, derelict and infill sites are very important as well.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: Mr. Cronin may proceed.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: I thank the officials for appearing before the committee. I welcome this Bill. It is hugely important. I agree with Senator Boyhan about the four-week period for public consultation. By the time members of the public know the consultation is open and running, which takes a bit of time, the four weeks may be finished. It is four weeks on paper but it does not give people an opportunity at...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: I am sorry to interrupt. I appreciate this reference is there regarding the ocean environment policy statement and that it states this should take this element into account, as appropriate, and gives a comprehensive list in this regard. My point is on the proposed Bill itself. Apart from those references about taking these aspects into account, there are no other links into that...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: I am sorry, but on this point, will the navy be given resources concerning acoustic monitoring if it is engaged in enforcement?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: That is great but given the importance of carbon-rich habitats, should they not be mentioned in the Bill?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: I appreciate that rationale but in terms of climate change, carbon-rich habitats in our oceans are incredibly important so it seems strange to have legislation on marine protected areas that does not even mention that. I appreciate not wanting to have a long list but this is of incredible strategic importance to us in our climate change strategy.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: The heads allow for monitoring but there is no obligation for monitoring. The Minister can appoint someone to monitor. Monitoring is incredibly important for this to work.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: I appreciate the answer but according to the heads as they are written, monitoring can take place and someone can be appointed, not that he or she shall be. That is my concern. It is quite loose.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Cian O'Callaghan: If we are all agreed that monitoring is key, it should not be discretionary. We must imagine a scenario where a Minister at some point in the future is not interested in or hostile to this when we have passed legislation that allows him or her not to appoint anyone to monitor. We must protect against that scenario ever happening.

Ceisteanna - Questions: Cabinet Committees (1 Feb 2023)

Cian O'Callaghan: 7. To ask the Taoiseach if he is intending to establish new Cabinet subcommittees. [4447/23]

Ceisteanna - Questions: Cabinet Committees (1 Feb 2023)

Cian O'Callaghan: Is any Cabinet subcommittee examining how investment funds are buying homes? The Government has defended the role of investment funds and their special tax treatment citing the need to attract investment to build new housing. However, new research by Pierce Daly shows that more second-hand homes have been bought up by investment funds than new builds. This pushes up the price of housing as...
