Joe O'Toole: The Minister of State's amendment meets what I was trying to achieve. I sought a provision to allow access to the box while it was sealed. Collectors for charities that sell emblems, daffodils and so on for a fixed amount may need to give change and genuinely need access to the box. I thank the Minister of State for taking this concern of a number of charities on board.
