Brendan Ryan: Section 9(2)(b) states that "nothing in this Act shall be read as affecting section 11(16) of the Local Government Act 2001". I probably could have looked for section 11(16) of the Local Government Act 2001 but I did not and I would love to know why, of the thousands of pieces of legislation passed in the past 80 years, this is mentioned.
