Arthur Morgan: I support amendment No. 5, in particular, although I note the Minister has tabled a similar one. There is NAMA for the bankers and for the speculators and I suppose what we have here is barely crumbs from the master's table for ordinary people. It is unfortunate that we cannot strengthen this Bill in some way to deal more forcefully with the issues affecting real people.

Arthur Morgan: I share the bafflement as to why the Government will not accept the word "sustainable" as it indicated on Committee Stage that it would. Given the short time we have, will the Minister be helpful and advise us if there are other Opposition amendments that he will accept? If he were to indicate what he will accept, it might expedite proceedings because less time would be needed to debate them.
