- Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Chairperson Designate (15 Oct 2019)
Martin Conway: It is a short statement. Mr. Dunne can get through it. He will be fine.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Chairperson Designate (15 Oct 2019)
Martin Conway: I congratulate Mr. Dunne on his appointment which I have no doubt will be ratified. The work the RTB does is extremely important because essentially it is the watchdog to protect the rights of tenants and those of landlords when tenants do not fulfil their responsibilities. In that sense, the RTB has a dual role. Mr. Dunne has studied the legislation significantly and noticed and noted the...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Chairperson Designate (15 Oct 2019)
Martin Conway: We have all seen on television and have witnessed in person the appalling standards of some accommodation and the RTB certainly has a job to do to ensure that is properly policed. Another group who feel forgotten are what Mr. Dunne describes as "incidental landlords" because they were advised for whatever reason to buy a second property. They have difficulty evicting tenants and find their...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Chairperson Designate (15 Oct 2019)
Martin Conway: What are Mr. Dunne's views on rent pressure zones, RPZs? They were introduced to ensure that rents did not skyrocket and to provide affordability for renters. Does he think they are working? An incidental landlord in Wicklow rented out a property for several years to the same person at a discount. That person moved out but because of the laws and regulations governing RPZs, the landlord...
- Seanad: An tOrd Gnó - Order of Business (16 Oct 2019)
Martin Conway: I agree with Senator Wilson about the matter of infrastructure. As somebody who does not drive and who uses the train on a daily basis both to get to the House from Clare and to come in from Maynooth in the morning, the more public transport infrastructure we have, the better. It is good for everyone, it is good for the environment and so on. We need to have some sort of review of security...
- Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (Resumed) (16 Oct 2019)
Martin Conway: I am scheduled to be in the Seanad at 10.30 a..m. I suggest my colleague, Senator Ó Donnghaile, speak before me and I can contribute later.
- Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (Resumed) (16 Oct 2019)
Martin Conway: I apologise for having to leave the meeting for a time. I join colleagues in thanking the delegates for their engaging and informative presentations. Dr. Aiken has noted that if even 0.1% of Irish customers of a particular social media company were to make a complaint to the Garda, it would amount to some 2,500 complaints and gardaí would not have the resources to deal with them....
- Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (Resumed) (16 Oct 2019)
Martin Conway: In that case, we should not be kicking ourselves that we have not done it.
- Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (Resumed) (16 Oct 2019)
Martin Conway: This is a small country and it is not long since we were broke. On the other hand, there are countries like the United States which have vast quantities of resources far beyond what we have and which certainly have an international obligation to devise an infrastructure to deal with this problem. How does Dr. Aiken propose that we find a technological solution? It is all very well saying...
- Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (Resumed) (16 Oct 2019)
Martin Conway: I have no doubts about Dr. Aiken's sincerity. She states in her submission that she has been advising the UK Government on this matter and is proud of what is being achieved in that regard. Should we wait to see what the United Kingdom does and then seek to emulate it? Surely that would be the smart thing to do?
- Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (Resumed) (16 Oct 2019)
Martin Conway: Why should we replicate the good work being done in the United Kingdom? Would we not be far better off working with the authorities there, sharing resources and seeking to emulate international practice, as opposed to trying on our own to define best practice?
- Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (Resumed) (16 Oct 2019)
Martin Conway: I do not disagree with Dr. Aiken for one minute on that point. What I am highlighting is that this is an international problem. Every country and Silicon Valley are is in the same boat. However, I will move on. With reference to the report produced by the Law Reform Commission on this area, Mr. Lupton has expressed a concern that the committee could end up confusing the issue if it...
- Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (Resumed) (16 Oct 2019)
Martin Conway: As a member of the committee, I will be forceful in arguing the case for a European solution to this problem into which we can feed. We might want to be heroes, but that is not possible because this is an international problem. The Chairman and I have attended meetings of the Joint Parliamentary Scrutiny Group on Europol. The latter should be leading the way on this matter. The Government...
